Documents / The owner of the animal must produce proof of microchip implant. For entitlements to reduced registration fees the owner of the animal must produce proof of sterilisation, membership of approved association, obedience papers, breeding licence, or statutory declaration/tax return for proof of working dog status.

Legislation / All dogs and cats over three months of age must be registered with Council.
Microchipping Legislation / From 1 May 2007 all cats or dogs being registered with a Council for the first time must be microchipped prior to registration.
This includes animals transferring from another municipality.

Guide dogs and animals registered with Greyhound Racing Victoria are not required to be registered with Council.
State Government Levy / $3.50 per dog / $2.00 per cat
The State Government Levy is additional to the Council’s Animal Registration fees. Council is required to collect the Levy on behalf of the Government. The Levy is primarily used to fund responsible pet ownership programs. / Microchipping your animal / Contact your local vet for an appointment.
Microchipping Day - microchipping of dogs and cats may also be available in Kerang and Cohuna at a reduced rate in February each year.
Details of the date and location will be advertised in local newspapers and on community noticeboards.
Pensioners / If you currently hold an eligible pension card you are entitled to a 50% reduction of the registration fee(not including the State Government Levy). Please present your card in person at time of payment. Health care card holders are not entitled to registration discount.
Pound Release Fee / Any dog or cat found wandering at large will be impounded. These animals may be claimed by contacting the Council office. Release fee per animal plus sustenance is to be paid prior to release. All animals must be registered prior to release from pound. Unclaimed animals will be disposed of after eight days.
Under 18 / Where the owner of a dog or cat is under the age of 18 years, for the purposes of the Domestic Animals Act, the parent or guardian of that person is deemed to be the owner.
Penalties / Penalty and liability for attack by dogs
If a dog that is not a ‘dangerous dog’, attacks or bites any person or animal, the owner is guilty of an offence and is liable to a fine not exceeding 40 penalty units. If a dog rushes at or chases any person, the owner is guilty of an offence and is liable to a fine not exceeding four penalty units. The owner of a dog may be liable for any damage caused by the conduct of that dog.
Animal found at large
If a dog or cat is found outside the premises of the owner, or not securely confined to the owner’s premises, the owner is guilty of an offence and will be issued an infringement notice.

  • Greyhound not muzzled or under effective control while outside the premises of its owner. Not more than four greyhounds may be controlled by one person

Excess Animal Permits / Under Council’s Local Laws it is an offence to keep more than 2 dogs and 2 cats on a residential property. Contact Council to apply for a permit.
Replacement ID Tag / Replacement ID tag can be obtained from any customer service centre, only if registration is current. Cost as per Council fees and charges.
Privacy / The personal information requested on this form is being collected by Council for the enforcement and administration of animal control in accordance with sections 10 & 18 of the Domestic Animals Act 1994. Failure to supply this information is an offence. The personal information will be used by Council and it’s contractors for that primary purpose or directly related purposes and may be disclosed as required by law. The applicant may apply to Council for access and/or amendment of the information by contacting Councils Privacy Officer.
Owner Responsibilities / Dogs and cats must be registered.
Dogs/cats must not be allowed to wander outside the owner’s premises. (A dog not within an area that is securely fenced or is not otherwise securely confined to the premises).
Registration tags must be attached to the animal’s collar while the animal is outside the premises of its owner.Dogs must be on a leash unless in an ‘Off Leash’ designated area.
Dog litter / Any person in charge of a dog may not allow any part of that dog’s excrement to remain on any road, road reserve or footpath and must carry a receptacle to remove the excrement.
Council must be notified if the dog/cat is deceased or no longer at the stated address
Please note: Division 5, Section 97 of the Domestic Animals Act 1994, provides a person who in any application
for registration of animals makes a false statement shall be guilty of an offence and liable to pay a penalty.

Restricted breeds are as follows - Pit Bull Terrier; American Pit Bull Terrier; Fila Brasileiro; Dogo Argentino; Japanese Tosa or Perro de Presa Canario. Failure to declare a restricted breed at time of registration will result in the owner being liable to a penalty not exceeding 10 penalty units.
All animals registered with Council will be issued with a permanent animal identification number for the life of the animal.
