Attendees:Lil Leatham (HKGi), Sarah Evenson (HKGi), Kelly Grissman (TRPD), Allison Granos (TRPD), Andrew Hagg (Brooklyn Center Engineer), Todd Larson (Brooklyn Park), Jody Yungers (Brooklyn Park), Danny McCullough (TRPD)

Project Overview

Kelly and Lil summarized the project, the goals of the meeting, and the schedule. Using google earth, the group studied the route and discussed route options and opportunities to piggyback off of other projects.

Discussion:

  • Piggyback on Mississippi River Water Trail Study that the NPS is doing
  • Hennepin Co got an active living SHIP grant for Bike/Ped master plan (coordinate)
  • Coordinate with Bottineau Station Area bike planning
  • Coordinate with new Brooklyn Park parks and rec system plan (if it starts before January)

Needs

  • E-W Trail on 63rd Ave south of Brooklyn Park
  • 2016: A 10’ trail (Twin Lakes Extension) on south side of 57th between Brooklyn Blvd and Zane is planned (SHIP project)
  • North Miss Regional Park needs better signage and wayfinding (confusing)
  • Better wayfinding/signage needed at 94 underpass (Willow Lane)- sketchy and confusing area
  • Lighting also needed
  • Sight lines need to be improved (trim vegetation)
  • Trail missing between 66th Ave and 94 tunnel. People take Willow Lane now
  • There is a sidewalk, is there room for a trail?
  • MnDOT may upgrade the 66th/252 intersection to freeway standards (will affect trail)
  • Brooklyn Park owns Durnam Island- opportunity for touch point?
  • Need a link to River park from River Road
  • 83rd or 81st
  • 81st crosses 252 to the west and that direct connection would be beneficial
  • 83rd provides access to parking lot and restrooms
  • River park is very steep along the north edge, but if a connection could be made to 109 it would be a nice riverside loop (expansion of park to north needed)
  • Drainage/Creek ROW exists between Banfill Circle and Mattson Brook Lane (near Banfill Island)-
  • Potential touch point to river.
  • If it could extend to 85th, trail could cross 252 to connect to Shingle Creek
  • Dupont Ave (E-W) link needed
  • The only paved portion of trail at the Coon Rapids Dam is from the dam to the road
  • Trails through park are gravel

Community Engagement Opportunities

  • Trail demo Saturday July 25th (talk to Andrew Hagg)
  • Isaac Walton League has property between 89th and 92nd Ave (adjacent to Banfill Island)
  • MCC: Multi-cultural Committee for Brooklyn Park and Brooklyn Center
  • Community of Churches (Kelly has contact)
  • End of summer play program
  • National Night out ride alongs (provide handouts/give little speech)
  • Belle View Park Open house in August
  • Brooklyn Center neighborhood park update (quarterly)

To Do

  • A Placemaking open house is planned for the 23rd of June- Get Andrew Hagg a handout with blurb/map/website link
  • Determine different character types of the rivers edge (low, high, working river, natural river) and make sure that touch points provide access to each type
  • Set meeting to hear feedback from Champlin and Dayton
  • When time comes for Brooklyn Park to sign the resolution, RPAC must get it a minimum of two weeks earlier to review before going to City Council
