EAST GENERAL PURPOSES COMMITTEE

COUN. Mrs E. Beavispresided at themeeting of the above committee congregating in the Pinchbeck Community Hub & Library, Knight Street, Pinchbeck on Thursday 20th October 2016 commencing at 7.30 p.m.

1. APOLOGIES FOR ABSENCE

Apologies for absence were received from Coun. A. Bowser, Coun. P. Ruysen and Coun. J. Avery

2. DECLARATION OF INTEREST

There were no declarations of interest.

3. CORRESPONDENCE:

A letter received from Mr. J. Hayes MP., regarding Planning Application H14-0956-16 – for 16 dwellings.

Clerk advised that at a Parish Council Meeting of 21st March 2016 a letter together with plans were received from the Architect R. Doughty advising of the potential planning application. Members at that meeting agreed to support the application as and when it was received. Since receipt of this letter an Outline Planning Application has been received but had now been withdrawn to allow the applicant to submit a Full Planning Application. Clerk to reply to Mr. Hayes and advise him of this development.

4. PINCHBECK UNITED FOOTBALL CLUB PROPOSALS RELATING TO GLEBE FIELD

Clerk advised that she recently had met with two representatives from Pinchbeck Football Club when they had furnished her with their proposals for changes to the Glebe Field to enable their further advancement in the football league.

All present were furnished with the paperwork which had been prepared by the Football Club outlining their proposals to install new LED floodlights around the pitch and to erect fencing, advertisement boards and a hardstanding area around the pitch.

Clerk to advise the Football Club that the parish council are unable to make an informed decision with such little information. Football Club to be requested to give better drawings. It was proposed by Coun. L. Tetherton that the

Football club take a Google Earth snapshot and by keeping to scale, illustrate where the pitch, floodlights etc would be situated, keeping as near to scale as possible. The sketches required to be furnished to the Parish Council showing all of the access areas to the field and how these would be made easily accessible at all times for members of the public, particularly for those utilising the new play equipment. The car parking areas to be clearly shown on any application for the Parish Council to support. It is required to be made clear to the Football Club that any alterations that it may be agreed they could undertake to be totally reverted should the Football Club relocate.

Agreed that the letter to Football Club to include following requests:

Photograph of the floodlights, display boards and fencing

Artists Impression of the Field with the proposals

Scaled drawing to scale showing the whole of the field showing where accesses, car parking, pitches,

hard standing area, fencing, display boards and new floodlights etc.

Agreed that upon receipt of the afore-mentioned that members then meet with the East Ward Committee

5. TO DISCUSS AND MAKE DECISIONS REGARDING COMMENTS TO BE MADE TO SHDC RELATING TO PLANNING APPLICATION NO. H14-0942-16 – MILL GREEN ROAD – PROPOSED RESIDENTIAL DEVELOPMENT

Following discussion, it was proposed by Coun. L. Tetherton and seconded by Coun. D. Dickens that this planning application be recommended for refusal with the following objections to be included in the comments:

1) The site is very close to the railway line and the roads are only narrow single width with no pavement.

2) Two hundred houses could create a further three hundred cars on the access roads

and surrounding roads/lanes. Penny Toft Lane and Cherry Holt Lane are only rural roads whilst Market Way has no pavement whatsoever. Mill Green Road is a very narrow, single width road and

cars have to stop at certain places to allow oncoming traffic to pass. These roads are all used by

heavy agricultural vehicles travelling to nearby farms and fields.

3) Another 200 houses in the village would increase our village population by approximately 600 which

would equate to approximately 10% of the parish (Pinchbeck East and West Pinchbeck combined)

4) There is no infrastructure put in place to accommodate this number of houses, people and additional

vehicle movement on the narrow, rural village roads.

5) The Parish Council are unaware of any detailed information or document that states that Pinchbeck

is in need of the requirement of a housing development such as this.

6) There is potential for the up to 300 children to require to be schooled and where is the infrastructure

to accommodate them?

7) Potential for up to 200 cars going to school, perhaps in Pinchbeck, where are they going to park? The

parking towards the school main entrance on Fennell Road is already over used at great inconvenience

to the residents. Parking on Knight Street is hazardous, with vehicles being abandoned on double yellow lines, white single lines, parking on pavements all being a potential risk to pedestrians/

8) This area is not an acceptable area for this size of development for 200 houses

6. QUESTIONS WITHOUT DISCUSSION

Clerk to investigate cost of new Parish Noticeboard to be located to the front of the Pinchbeck Community Hub & Library. Notice board situated near former post office to be relocated to West Pinchbeck and the board at West Pinchbeck to be disposed of. Clerk advised that she was intending to bring this to the Budget Meeting.

The bus shelter located near Town Farm Close to be an agenda item for the next Parish Council Meeting

7. PLANNING APPLICATION FOR CONSIDERATION:

The following planning application were recommended for approval:

H14-0980-16 – Mill Green Road – Use of temporary building for occupation by site-manager

H14-0955-16 – 33 Milestone Lane – Residential development

There was no further business and therefore the meeting concluded at 8.40 p.m.
