MINUTES OF THE PARISH COUNCIL MEETING HELD ON 22nd JANUARY 2015 AT 7.30 P.M. IN THE METHODIST CHAPEL.

Present: Cllr A Jenness, Cllr S Warwick, Cllr M Olley and Cllr S Hughes-Wade

Others Present: 1 Elector

1.Welcome and to consider accepting apologies for Absence

The Vice Chairman, Cllr Warwick, welcomed those present. Apologies for absencewere received from Cllr R Keron andCllr C Foster and these were accepted.

2.To declare any Interests re items on the agenda

There were no interests declared.

3.To confirm minutes of the meeting held on 20th November 2014

Cllr Jenness proposed the minutes of 20th November be accepted as a true and accurate record of the meeting, seconded by Cllr Olley and carried.

4.To discuss any matters from the minutes (not on the agenda).

There were no matters arising.

The Vice Chairman closed the meeting for the Public Participation period.

PUBLIC PARTICIPATION

Cllr Hughes-Wade informed those present that there will be an event on June 6th at The Fire Pit Camp. It is called Fire Pit and Slow Food Norwich, Food Festival and Forgotten Foods. The event starts at 12 o’clock.

The Vice Chairman closed the Public Participation period and resumed the meeting.

5.To discuss correspondence

The following mail had been received:-

CPRE Norfolk – light pollution questionnaire (10 years on)

Norfolk Constabulary – information on a match funded scheme with PCSOs. It was decided that as Wendling Parish is lucky enough to have very little crime in the village, it was not felt it was necessary to embark on this scheme.

From NALC – copy of Norfolk Link, letter from Rural Housing Alliance regarding a new publication for Parish Councils for affordable rural housing, letter from New Anglia Growth Hub regarding new business support

Information obtained from Breckland re guidance on installation of dog bins

6.To discuss any Planning issues and future planning applications

Breckland 3PL/2014/1039/F Mr Robert Howell, Grange Farm, 10kw solar ground array from renewable source. Energy used at Grange Farm, excess fed back to local grid. Planning permission received.

Breckland 3PL/2014/1163/F The Old Airfield, Wendling Farm, installation of wind turbine (77m) – new access track, hardstanding area, small substation, mast and associated infrastructure, the Parish Council does not have any objections to this application.

7. To discuss any Highways issues and signs

Regarding the bad surface at Spring Cottage, this will be dealt with when money is available. Also the same thing applies to the double bends at Grange Road and Honeypot Wood. The Highways Rangers will be coming in February and they will be asked to look at the verges up as far as the double bends at Honeypot Lane, at Honeypot Wood.

8.To discuss the Village Sign

A verbal quote has been obtained for about £1,500.00. Another quote will be available shortly, as someone else is coming to look at what work is required and will also give a quote.

9.To discuss replacing the notice boards and possibility of grant application

Cllr Warwick proposed that the Parish Council purchases one notice board, from Broxap, at a cost of £1,393.00 plus £215.00 for sign-writing. This proposal was seconded by Cllr Olley. Once it is has been installed, the Clerk will approach Awards For All to try to get two more funded.

10.To authorize any necessary financial transactions

Cllr Olley proposed the following financial payments, seconded by Cllr Warwick and carried:-

Donation to the Methodist Chapel of £15.00 (for its use for Parish Council Meetings)

Donation to Norfolk Age UK of £50.00

11.To receive items for the next Agenda

To discuss the Parish Council elections

To receive an update regarding the Village Sign refurbishment

12.To set dates & time of meetings in 2015

The dates of the meetings for the remainder of the year are as follows:-

19th March at 7.30 p.m. in the Methodist Church

21st May at 7.30 p.m. in the Village Hall. This meeting will be preceded by the Annual Parish Meeting at 7.00 p.m. in the Village Hall

23rd July at 7.30 p.m. in the Village Hall24th September at 7.30 p.m. in the Village Hall

26th November at 7.30 p.m. in the Methodist Church

There being no other business to discuss, Cllr Warwick declared the meeting closed at 8.50 p.m. and thanked everyone for attending.
