MINUTES OF THEMEETING OF WELTON LE MARSH PARISH COUNCIL HELD ON 12TH JULY2010

The monthly meeting of the Parish Council was held on Monday 12th July2010 at 7.30p.m. in the Village Hall, Gunby Road

PRESENT:-COUNCILLORS T.OLIVER (CHAIRMAN FOR THE MEETING),J.PARK,G.WALKER

OPEN FORUM

There were no members of the public present.

1) CHAIRMAN’S REMARKS

The Chairman welcomed everyone to the meeting.

2) APOLOGIES FOR ABSENCE

Apologies for absence were received fromCouncillors P.Smith, D.Holiday, J.Fleming, County Councillor C.Davie and District Councillor S.Eyre.

3) DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE 2000 LOCAL GOVERNMENT ACT

None.

4) MINUTES OF THEMEETING HELD ON 14TH JUNE 2010

The notes of the meeting held on 14th June 2010 were approved as the minutes and signed by the Chairman.

5) CLERK’S REPORTON MATTERS OUTSTANDING

Triton Knoll Offshore Wind Farm

A letter outlining the consultation process for both the offshore wind farm and the 40 acre onshore electrical substation had been received. The Clerk outlined the consultation process. It is not yet clear whether any of the selected proposed sites will be within or near the Parish. It was agreed a public meeting, followed by an extraordinary meeting of the Parish Council would be required if any of the sites are in the vicinity.

Parish Councillor Vacancy

Councillor Oliver asked the Clerk for confirmation she had not received a letter from a parishioner about the vacancy. She confirmed she had not.

Right of Way to and from Mill Farm

The Clerk read out an email from Jonathan Stockdale (Senior Highways Officer) confirming his Department had inspected the paths both east and west of Bluestone Heath Road and had contacted the relevant landowner as necessary. Councillor Oliver said he was happy that both stretches of the public right of way were now walkable in their entirety.

Renewal of Overhead Power Lines from Skendleby to Burgh le Marsh

A further letter from Freedom Group regarding renewal of the overhead power lines from Skendleby to Burgh le Marsh had been received. Formal permission for Freedom Group to enter the land and the names of the landowner and tenants are required. There was a discussion about ownership of the land as the Parish Council acts as Trustee for the charity Poor’s Land (donor unknown). The Clerk was asked to return the form indicating this and also advising Freedom Group that the land is tenanted by numerous allotment holders and that they would need to contact the Parish Council before going on to the land in order that the Council can notify any affected tenants.

Best Kept Village Competition

Councillors noted Welton le Marsh had not succeeded in getting through to the second round of the Best Kept Village Competition.

6) CORRESPONDENCE

Two publications, together with an invitation to attend the L.A.L.C. A.G.M. in October had been received and were made available for Councillors to read.

L.C.C. is consulting on its Preferred Minerals and Waste Strategies, together with a Submitted Sites consultation. The Clerk advised the Council she had downloaded the maps and the only proposed site near Welton le Marsh is Highfield Quarry. This is identified as being for chalk extraction only.

Councillors noted a copy of the Lincolnshire Wolds A.O.N.B. Annual Review 2009-10 had been received.

7) REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

None.

8)PAYMENT OF ACCOUNTS

It was proposed, seconded and agreed to sign the following cheque:-

a) S.D.Marshall - £42.04 (re-imbursement of postage/stationery costs and quarterly expenses)

9)RISK ASSESSMENT

The Clerk reported she had now backed up all the Council’s records.

10)PLANNING CONSENTS/REFUSALS

None.

11)PLANNING APPLICATIONS

None.

The Clerk notified the Council she had received new plans for the Orby Marsh Wind Farm project but that Welton le Marsh was not being formally consulted on this. However, Councillors noted they were welcome to look at the plans, which had been sent to other neighbouring parishes, if they so wished. The scheme was originally proposed in 2006 and has now been revised to include only 9 turbines.

12)MATTERS RELATING TO THE VILLAGE HALL AND EMPLOYMENT OF A CARETAKER/CLEANER

Councillor Oliver said he had spoken to the lady he thought might be interested in taking on the role but she did not seem keen. Following some discussion, it was agreed to ask Mrs.Julie Walker, the Treasurer of the Village Hall, if she would be willing to take on the job. The Clerk spoke about the Council’s obligations as an employer and agreed to calculate the minimum hourly rate both net of tax and gross so that the Council might decide at their next meeting the hourly pay to be offered.

Councillors were concerned about other areas of the Village Hall which require attention. The toilet area is in a poor state and the windows and doors need painting. Councillor Oliver suggested the Council might like to use labour from North Sea Camp.

It was agreed this was a good idea and Councillor Oliver is to make enquiries.

13)DATE OF NEXT MEETING

Thenext monthly meeting of the Parish Council will be held on Monday 13th September 2010 at 7.30p.m. in the Village Hall.

As there was no other business the meeting closed at 8.30p.m.
