1. / Call Regular Meeting to Order / Lee VonGunten called the meeting to order at 6:00 p.m.; led Pledge of Allegiance and prayer
2. / Roll Call – Board Members / Lee VonGunten; Leon Berning;
3. / Approval of Meeting Minutes from Previous Meetings / Minutes from the August 19, 2013 meeting were reviewed by board members. Leon Berning made a motion to approve the minutes as corrected; Lee seconded; and the motion carried.
Wells County Health Dept has posted the past minutes of WCRSD meetings for review by the public at www.wellscounty.org/septicDiv

Nothing new to report on funding/financial obligations, but Lee reminded everyone that future funding needs of the RSD will need to be paid by those in Wells County not on municipal sewer systems.
WCRSD will continue to communicate with IDEM as information gathering takes place.
Makaye Conrad submitted her resignation to the RSD Board. Her residence, and sewage connection, is now with the city of Bluffton.
At least two citizens, who live in Wells County and are on private septic systems, have submitted their names to the County Council to serve on the Wells County RSD Board. The RSD Board requests that the County Council appoint a new member to the RSD board soon, and that a government “trustee” is also added to the board.

B.  Leon Berning comments on City of Bluffton appointment
C.  MaKaye Conrad service to RSD Board /
On October 11, Lee VonGunten, Heath Butz, and Blake Gerber met to review permitting procedures for on-site treatment system which may facilitate cleaning up the McKinney-Paxson watershed.
The Indiana Dept. of Health and IDEM have not provided any updates on a permit to test a specific on-site, off-lot discharging system.
Leon noted that since Bluffton cannot take sewage from McKinney Paxton residents, the Mayor is not under obligation to appoint a member to the RSD board.
The Wells County RSD board thanked MaKaye Conrad for her excellent service to the board as its secretary.
