NARFE Members and Guests:

On behalf of the North Carolina Federation of Chapters, I welcome each delegate, member, guest and “first timer” to the Fifty-Seventh annual convention. We hope all of you find this year’s convention welcoming, inviting, and informative.

The convention planning committee worked energetically to provide the best possible setting for this event, as well as informative speakers and workshops. Our special guests include Elaine Hughes, NARFE Secretary, and Jessica Klement, NARFE Legislative Director, both of whom will speak to us from Headquarters, and Region X Vice President William F Martin, who will update us about news from around the region.

Convention Chair Nathaniel Johnson and I will host an orientation session for new members and “first timers” to the convention. This session includes information about workings of the convention, general sessions, and area caucuses.

Thanks to the Havelock-Cherry Point Chapter 2211 and other Area VI chapter members for organizing this convention.

Again, welcome to your 57th Annual State Convention. I encourage all of you to enjoy the weather, the beautiful beaches, and the historic sites and towns of coastal Eastern North Carolina.

Welcome to the Gateway to the Crystal Coast City of Havelock. We are the city which grows but has managed to maintain a small town friendliness. Our citizens are very diverse, coming from all over the country to make Havelock their home. This divergence means civic and social opportunities abound.

The “Gateway City” continues to be one of the fastest growing urban areas of the state. Area VI Havelock-Cherry Point Chapter 2211 is pleased that you have chosen to attend the 57th Annual State Convention of NARFE. We hope that you will take advantage of the Aircraft Exhibit within the Tourist and Event Center grounds. Look to the sky and enjoy the “Sound of Freedom” from MCAS Cherry Point Marine Air Station.

11:15 AM Area Caucuses

Vice Presidents will chair their caucus, including election of the new Area V.P. This also is an opportunity to discuss Area and Chapter business with the Area V.P. The Area VP will ask first for nominations from the Area member of the Nominating Committee and then from the floor and will conduct the election. The gavel will remain with the current Area V.P. to preside for the remainder of the meeting.

The outgoing Area V.P. recognizes the newly elected Area V.P. and offers him/her the opportunity to speak, but the new Area V.P. will not assume responsibility until after he/she has been sworn in during the regular assembly. Federation officer candidates may take this opportunity to visit Area caucuses. Delegates shall return to the general assembly room not later than 1:00 PM. The Nominating Committee Chair shall provide results of the area caucus elections to the Federation President who will announce the results during the next business session.

BIOS OF SPEAKERS

Sam Crain, Jr., President

North Carolina Federation of Chapters

Sam was born on June 25, 1942 in Memphis, TN. He graduated from Whitehaven High School and Memphis State University. Both of his daughters – Karen and Jennifer – received their undergraduate degrees from Memphis State University. Sam’s wife, Kitty, graduated from the University of Tennessee in Knoxville, which makes for some great dynamics when watching sports on TV. Sam did not leave Memphis until 1996 when he and Kitty moved to Jackson, TN. In May, 2001 they moved to Maggie Valley, NC, where they live in a 150 year old log cabin in the mountains.

As the Vietnam War was heating up and the military draft was getting closer, Sam joined the Tennessee Air National Guard and started a career in the military. He spent the next 38 years in the same organization. After six years in the Guard, he was offered a full time position as a Civil Service employee. In 1999, he also retired from the unit with 30 years of Federal Civil Service. Sam spent the first 19 years as an enlisted person going from Airman Basic to Master Sergeant. After graduating from Memphis State University with a BBA in Accounting and Financial Management, he was commissioned as a Captain and 19 years later retired as Lt Col. His civil service and military careers went from putting fuel in airplanes to serving as Comptroller/Financial Manager for the unit.

After retirement, Sam joined NARFE as a Life Member and has served as Vice President, President and Service Officer and presently as Sunshine Chairman with Chapter 1420, Waynesville, NC.
