Salary - £81,000 - £85,000

ARK Housing Association

We are recruiting an inspirational leader to takeARK forward through times of challenge and change in the sector and continue to develop strategic initiatives to fulfil our aim to support tenants and service users to lead a good life.

You will lead a team of dedicated and knowledgeable peopleto ensure that ARK continues to deliver innovative solutions with decisions made in keeping with the ethos and values of the organisation. Motivational team leadership and team development abilities are necessary with a positive commitment to continued professional development for self and others. Strong organisational, interpersonal, negotiating and influencing skills are prerequisites.

You will have a broad understanding of the political and economic priorities of the Scottish Government and key to successful delivery of your role will be your ability to form strategic partnerships with key external associates to influence national policy and ensure ARK are a part of a solutions focussed approach to addressing sector wide challenges.

You will have a proven track record at a strategic leadership level and will be able to evidence your passion and commitment to improving the lives of vulnerable people with a firm professional ethic.You will have extensive knowledge in relation to governance and regulation, both for Housing and Care Services.

This is despite the tough financial environment where Local Authorities continue to make cuts and Government legislation brings its own challenges.

Job Outline

Chief Executive Officer

Purpose:

To have overall accountability for the leadership of ARK Housing Association and ARK’s subsidiary companies, (ARK Services Ltd and ARK Commercial Investments Ltd), (ARK) and the realisation of the aspirations of its vision and mission, ensuring that the values of the organisation are explicit within and resonate throughout, all behaviours and activities.

You have overall accountability for strategic leadership that delivers good governance. You are accountable for the viability, sustainability and compliance of ARK through the implementation of a corporate risk management and strategic planning framework.

You have over all accountability for ensuring that ARK Housing Association provides services and developments of the highest standard, that are safe, compliant and which are cost effective and responsive to the needs of the people we support and our tenants.

The role of Chief Executive Officer reports directly to the Board of Management.

The CEO is accountable for the development and delivery of the following:

Fact Finding and Analysis

  • Effective leadership of the organisation and maintaining focus on its vision, mission and aims through rigorous planning, analysis and decision-making.
  • A business strategy that is informed through robust internal and external analysis of stakeholder, political, legislative, regulatory and practice developments
  • The regular review and analysis of strategic and operational risks to the organisation.

Innovation and Initiative

  • An active business development plan, driven by quality improvement, which is responsive to changing internal and external customer requirements

Resources

  • Income generation and the appropriate allocation of resources to support the aims of ARK’s business strategy
  • Organisational budget spend to ensure the delivery of in year and long term objectives

Leading and Developing People

  • All staff and Board of Management development in ARK, ensuring that all staff and volunteers are supported and motivated to use their skills and initiative, achieve their potential and seek and develop personal and organisational level improvements.
  • Outcome focused line management of the Executive team

Impact on Decisions

  • All ARKs governance reporting systems ensuring that all high level governance and management decisions are informed, transparent and timeous.
  • The outcomes stated in the Corporate plan.
  • The Health & Safety at Work Act 1974 ensuring the health, safety and welfare of ARK employees, service users, visitors, contractors and other third parties ensuring statutory obligations

The CEO is accountable for how the culture of ARK is upheld and demonstrated and is to be an examplar and show consistency in the following:

Interpersonal Skills

Internal

  • As a role model for ARK staff and the embodiment of ARK’s mission, vision, and values.
  • Ensuring a highly functioning organisation through the use of well developed competencies in building and sustaining effective individual and team relationships with employees and the volunteer Board of Management.

External

  • As a role model for ARK staff and the embodiment of ARK’s mission, vision, and values.
  • Proactively developing and maintaining productive relationships with national government and non government agencies, external peers and stakeholders.

The CEO will have a wide range of expertise and experience, including:

  • The ability to lead highly functioning teams of different professional expertise in the successful delivery of outcome focused business strategies that are aligned with organisational values.
  • High level competence and capabilities in communicating strategic and operational plans and in the use of decision-making and organisational planning tools;
  • Experience in the development and implementation of governance systems that ensure sector compliance and report on performance and all legal and regulatory requirements.
  • Competence in the overseeing of corporate financial planning and probity
  • Understanding of organisational constitutional requirements and due diligence processes when considering collaborative partnerships and mergers.
  • Create organisational foresight and assessing external factors that have significant influence on organisational strategy.
  • The effective management of strategic risk.
  • Operating organisational wide quality management systems including internal and external Audit functions and the implementation of continuous improvement frameworks and tools
  • Consistent and ongoing high level research, analysis and interpretation of a broad range of relevant information and activities, national and international.
  • The use of participative frameworks and tools to collaborate and consult with servicer users and tenants and other external stakeholders.
  • External representation of organisational purpose and ethos
  • Depth of knowledge of regulation, policy and practice as it relates to Health and Social Care and Housing in Scotland.

*Qualifications

  • A relevant professional qualification at SCQF level 11 or equivalent knowledge acquired by other means

*Where qualifications are not held by internal candidates, ARK will support you to attain these.

Salary and Benefits:

Salary - £81,000 - £85,000

Car Allowance - £5,112
