RANDOLPH J. HILL – SENIOR VICE PRESIDENT OF LEGAL FOR ENERGY & CONSTRUCTION, URS CORPORATION
Randy Hill is the Senior Vice President of Legal for URS Corporation’s Energy & Construction business, with overall responsibility for its worldwide legal affairs. He also serves as a member of its Executive Office. Previously, he was Washington Group’s Vice President of Project Development and, among other duties, was responsible for the company’s major transactions, including its merger with URS in 2007. URS is a fully integrated engineering, construction and technical services organization with about 50,000 employees worldwide and nearly $10 billion in annual revenues, offering a full range of program management; planning, design and engineering; construction and construction management; operations and maintenance; and decommissioning and closure services. URS also provides specialized services to the U.S. federal government in the areas of systems engineering and technical assistance.
Randy has more than 28 years of experience in diverse aspects of business affairs, including several years as vice president, general counsel &secretary and then president & CEO of an independent power company engaged in the acquisition, development, financing, construction and operation of power plants and energy marketing. Previously, he was a corporate lawyer for about a decade at Cravath, Swaine & Moore, a leading Wall Street law firm, and then a partner for a few years at Hawley Troxell Ennis & Hawley in Boise.
Mr. Hill is a member of the Governing Council of the Business and Corporate Law Section of the Idaho State Bar. By gubernatorial appointment, he serves as a director of the Idaho Energy Resources Authority, a public agency of the State of Idaho, with authority to finance construction of electric generation and transmission projects for investor-owned, municipal and cooperative electric utilities. Mr. Hill is also a director of the Idaho Association of Commerce and Industry and the Boise Metro Chamber of Commerce.
Mr. Hill earned a bachelor’s degree from George Washington University and a law degree from Georgetown University, both in Washington, D.C.
PAUL G. ROWAN – SENIOR VICE PRESIDENT & GENERAL COUNSEL ALBERTSON’S LLC
Paul Rowan is the Senior Vice President and General Counsel of Albertson’s LLC, a multibillion dollar supermarket retailer headquartered in Boise, Idaho owned by a consortium of investors led by Cerberus Capital Management. Mr. Rowan joined the legal department of the company’s predecessor, Albertson’s, Inc., in 1988. Prior to the purchase of Albertson’s LLC by Cerberus, Mr. Rowan served as Group Vice President of Business Law of Albertson’s, Inc. He also served as Interim General Counsel of the Albertson’s, Inc. in 2001 and 2002. Prior to joining Albertson’s in 1988, Paul practiced law with a preeminent law firm in Denver, Colorado and then later as corporate counsel for McDonnell Douglas Finance Corporation (now part of Boeing) in Long Beach, California.
Paul is responsible for all legal matters at Albertson’s LLC, including law department management, company acquisitions/mergers, divestitures, corporate finance, commercial contracts, technology transactions, real estate and litigation.
Paul graduated summa cum laude from the College of Idaho in 1980 where he also served as Student Body President. In 1984, he received his Juris Doctorate degree, summa cum laude, from Willamette University College of Law in Salem, Oregon where he also served on the Editorial Board of the Willamette Law Review. Paul is a member of the Idaho, California and Colorado Bar Associations, and is a member of the Association of Corporate Counsel.
Mr. Rowan has served on the College of Idaho Board of Trustees and the Boise Public Schools Education Foundation, serving as president in 2000 and 2001. He is a past participant in the Boise Area Chamber of Commerce Leadership Boise program. He served as a United States representative in the American-Swiss Association Young Leaders Conference in Switzerland in 1993. Paul and his wife, Becky, have two children, a son attending Gonzaga University and a daughter attending Willamette University.
STEPHANIE C. WESTERMEIER, ESQ. – VICE PRESIDENT & GENERAL COUNSEL, ST. ALPHONSUS REGIONAL MEDICAL CENTER
Ms. Westermeier has served as Vice President and General Counsel at Saint Alphonsus Regional Medical Center since 2001, when she organized and implemented its in-house legal department. In addition to her role as Saint Alphonsus General Counsel providing legal advice to the hospital and oversight of its legal affairs, her current role includes serving as the Local Integrity (compliance) officer and overseeing the Organizational Integrity program as well as the hospital's Risk Management function.
Prior to joining Saint Alphonsus, Ms. Westermeier was a partner on the management committee at Givens Pursley LLP, in Boise, Idaho. Her private practice emphasized both hospital law and employment law. While her practice included litigation, her focus was on providing advice and counsel to both large and small corporate clients regarding corporate and regulatory compliance issues, risk reduction initiatives and contracting issues. Throughout her legal career, Ms. Westermeier has been a frequent speaker at seminars for hospitals, health care providers, employers and attorneys in Idaho and Oregon concerning health care and employment law issues. In 2008, she was a panelist at the American Bar Association's Rule of LawForum with the Honorable Stephen S. Trott of the United States Court of Appeals.
Ms. Westermeier's professional affiliations include active membership in the American Health Lawyers Association. She is also a founding member, past-President, and current Executive Committee Member of the Idaho State Bar's Health Law Section and is a member of the Idaho State Bar Corporate Law section. Ms. Westermeier is also actively involved in leadership roles in various community affairs, including the Bishop Kelly High School Foundation Board of Directors, of which she is currently President-elect. In addition, she is the current President-elect of the Board of Directors of the Idaho Tort Liability Reform Coalition. In 2000, Ms. Westermeier was a recipient of the TWIN award (Tribute to Women in Industry). In 2007, she was recognized by the Idaho Business Review with its 2007 Woman of the Year Award. Ms. Westermeier also holds membership with the Idaho Association of Commerce and Industry and the Idaho Hospital Association.
Ms. Westermeier was admitted to the Idaho State Bar and the United States District Court for the District of Idaho in 1991, and to the Ninth Circuit Court of Appeals in 1995.
She received her J.D. from the University of Utah in 1991, as a William H. Leary Scholar. At the University of Utah, Ms. Westermeier received the American Jurisprudence award for Legal Research and Writing and was also an instructor of the course. She received her undergraduate degree from Boise State University in 1987, where she graduated cum laude. At BSU, she was an Avery Petersen International Relations Scholar, recipient of the Lyndon Baines Johnson Congressional Scholarship and Internship in Washington, D.C., and a member and officer of Phi Sigma Alpha, the National Political Science Honor Society.
