WAYNE/WESTLAND HOCKEY LEAGUE

RULES AND REGULATIONS

(as of 11/27/17)

ALL W.W.H.L. LEAGUE GAMES SHALL BE GOVERNED BY U.S.A. HOCKEY OFFICIAL RULES EXCEPT AS AMENDED HEREIN.

I.PLAYER REGISTRATION

  1. All players must be registered in the W.W.H.L. (Wayne Westland Hockey League) each season that the player participates in the league. This is accomplished by:
  2. Veterans – any regular player that submits a signed league registration form and registration fee before the published time limits of the prior year. If a player does not submit a signed league registration form and fee before the published time limit, he forfeits his veteran’s status in the league and will be replaced.
  3. Sub-players- any player that is called from the waiting list and asked to fill a vacancy and signs the appropriate registration forms.

Such form included a responsibility release statement where by the registrant agrees to assume full responsibility to determine his own physical condition by consultation with his personal physical and further releases the W.W.H.L. of all responsibilities for injuries or participation in the W.W.H.L. program.

B. All players must register with USA Hockey. Each player must provide a copy

of the USA Hockey proof of registration form with barcode tothe Team

Director prior to participating in an W.W.H.L.game. If a player plays in

an W.W.H.L.game without first registering with USA Hockey, the team will

forfeit that game 1-0 and the Team Director will serve a one-game

suspension. Player statistics for the team winning 1-0 will still count towards their scoring statistics.

C.All W.W.H.L. registrants will be accepted in their respective rating.

D.Each new player that registers in the W.W.H.L. must attain the age of thirty-five(35) on or before December 31 of the year he intends to participate in the DiLaura division or must attain the age of fifty (50) on or before December 31 of the year he intends to participate in the Kubany division. Exceptions to this rule must be reviewed and approved by the Board of Directors.

E.At the time of registration or upon request, each new participant must be present proof of age.

F. The Board of Directors shall determine the annual W.W.H.L. Registration Fee applicable for each season and roll it into the season’s ice fee.

G.The President, Secretary, Treasurer, and Director of Player Personnel are exempt from the registration fee.

H. A veteran player may not be moved unilaterally by the Director Player Personnel to a different division without his consent.

II.PLAYER SELECTION

  1. Player selection and assignment of players to teams shall be in accordance with the directives of the Board of Directors.
  1. Teams will consist of not more that 13 players and 1 goaltender with the breakdown of 9 forwards and 4 defensemen.
  1. Each division will have a Board Representative designated at the beginning of each season as the reviewer for the sub players.
  1. Director of Player Personnel (DPP) will assign the substitute (Sub-players) from the sub-waiting list when he is alerted a vacancy exists for a period of fourweeks or more from the Team’s Director. The substitute player selected by the DPP will also be reviewed by the designated Division’s Board Member as a check to ensure the player being replaced is as close as possible to the same rating as ` player he is replacing. If the DPP and the Division Board Member cannot reach agreement on a viable substitute player, the matter will be brought to the League President, who will make the final decision. If a team is missing a player for a single game and the team has less than 10 players, the Team Director can obtain a player from another team at the same rating or loweruntil the team reaches 10 players. :

The position being replaced must be the same. (i.e. forward replacing a forward) Rosters are frozen once the game starts except for goalies. If the Team Director uses a sub-player that is rated higher than the player he was substituting for (i.e. an F-1 foran F-3) then the Team Director will serve a one-game suspension and his team will forfeit that game 1-0. Scoring for sub-players used in one-game substitution will not count towards league scoring statistics. Statistics for the players for the winning team will count towards their scoring statistics.

  1. If the regular team goalie is going to be absent or not present at game time, a substitute goalie may by used by following the steps listed:
  2. Call DPP and request a sub goalie.
  3. Notify opposing Team Director of goalie change at game

time

  1. Use first available goalie from either division. If DPP cannot get

a substitute goalie, opposing Team Director cannot object.

  1. Try to contact one of the previous or next game goalies.

F. Exception - If a player is deemed to be unsafe to the other players by the Team Directors due to lack of hockey skills or is under the influence, the team Director for that player may ask that player not to skate in that game and ask the DPP for another player. The Team Director must get concurrence from the opposing Team Director that the player is a safety risk to the other players.

III.SELECTION OF BOARD OF DIRECTORS

  1. The Board of Directors consists of a Director for each team in the league. These individuals will be elected by the general membership for a two-year term. 50% of the Board of Directors positions are elected yearly.
  2. The Board of Directors will elect a President, Secretary, Treasurer, and Director of Player Personnel yearly. Elections of officers will be held during the summer months.
  3. Team Directors will be assigned to individual sponsorships and it is their responsibility to run their respective teams. If Team Directors do not perform their team duties such as collecting ice fees and providing to Treasurer in timely manner, filling out scoresheets with team rosters, bringing water bottles and pucks, regular attendance to Board meetings, etc and/or the Board Of Directors receive complaints from league members about the conduct of Team Director, the President and the Board of Directors can vote to fine and/or remove the Team Director before his term is up and replace him with the next person who received the most votes in the last election.

D.The President will be an additional board member and does not represent a team. The President is elected by the Board of Directors and must either be a current board memberor voted in by the Board of Directors if nobody on the Board is interested in running for the position..

E.All board members have their ice fees waived as compensation for performing the team duties. The President, Secretary, Treasurer, and Director of Player Personnel are the only positions exempt from the registration fee. All other Team Directors are responsible for paying the annual league registration fee as determined by the Board at the start of the season.

F.President, Treasurer and Director of Player Personnel are paid positions at a rate agreed upon by the Board of Directors.

IV.REQUIRED EQUIPMENT

  1. Hockey Skates

Hockey Shin guards – worn inside of hockey socks (except goalies)

Hockey pants

Hockey gloves

Protective cup

Elbow Pads – worn under hockey jersey

Hockey Helmet

All goalies must wear a helmet with a protective face guard.

  1. Any player not wearing all the above protective equipment shall not be allowed on the ice.
  2. If any portion of a player’s protective equipment becomes damaged during the progress of a game, it shall be left to the discretion of the referee’s as to whether the player may be allowed to complete the game.
  3. All players must wear assigned jersey. If a player forgets or brings the wrong jersey, only the goalie may play without wearing the team’s jersey. Exceptions to this rule may be agreed to by the game’sTeam Director.
  4. Jersey’s and socks must be turned in at the end of the season. If a player does not return his socks, he will be charged $20.00 for replacement socks. If a player loses or has his jersey stolen, the replacement cost is $75.00 per jersey.
  5. If any player’s helmet comes off during the course of play, the player must immediately skate towards the bench at the most direct route to leave the ice and not engage in the ongoing play. Failure to do this will result in a two minute minor penalty.

V.REGULAR SEASON SCHEDULE AND STARTING TIMES

  1. The League President shall determine and publish a schedule showing the arenas, dates and length of playing time for the regular season and playoffs.
  2. All scheduling of league games and activities shall be the responsibility of the W.W.H.L. Board of Directors.
  3. All games must be started on time and completed in 1 hour and 5 minutes.
  4. If a team has less than six (6) eligible players at the scheduled game time, the game shall be declared a forfeit with the score recorded as 1-0.
  1. LEAGUE RULE AMMENDMENTS TO THE USA HOCKEY. OFFICIAL RULES
  1. BODY CHECKS – If the official determines the check to be deliberate, it shall be called a minor penalty.
  2. SLAP SHOTS – If a puck is slapped at with a wind up motion exceeding boot high, as determined by the game official, a face off will take place in the guilty teams end of the ice.
  3. PENALTY FACE OFFS-If a penalty is called against a shorthanded team, the face off will move to the offending team’s defensive zone.
  4. 1. Any player receiving three (3) penalties during the course of a single game, will be required to sit out the remainder of that game plus the next following game.
  1. Any player receiving three (3) penalties during the course of a single game for a second time in the same season will be required to sit out the balance of that game plus the next two (2) games.
  2. One major penalty has the same effect as getting three minor penalties in one game.
  3. If a player gets more than three penalties in a game, he will be given additional game suspensions for each penalty above three.
  4. Any player receiving three (3) penalties during the course of a single game for a third time in the same season will be required to sit out the balance of that game plus the next three (3) games and subject to review by the Board of Directors for further disciplinary action.
  5. Further occurrence would warrant said player to appear in front of the Board of Directors for disciplinary action up to and to and including suspension from the league.
  1. Concurring penalties to both teams – neither team will lose a player on the ice. Player receiving penalties may not return to the ice until the first stoppage in play after said penalty has expired.
  2. Any player who receives a fighting or major penalty is suspended for the

balance of that game and the next League game. Any third player joining in

a fight for any reason, even to attempt to stop a fight, can be suspended by

the discretion of the referee. Any player ejected from a league game for any

reason shall be suspended from the next league game.

  1. The referee shall immediately after ejecting a player from the game, instruct the official scorer to indicate said player on the score sheet.
  2. On Match penalties, W.W.H.L. will follow M.A.H.A. regulations and policies.
  3. Any player receiving a SPEARING or BUTT ENDING, or and DELIBERATE ACT TO INJURE penalty, is subject to a review by the Board of Directors for disciplinary action.
  4. Protest of rule interpretations by officials must be filed with the Team Director.
  5. TIME CLOCK: All games shall be stop time. Each team is allowed ONE 30 second time out during the game. Penalty time shall begin when the puck is dropped for resumption of play. The games shall consist of three 13 minute stop time periods. If in the third period, the game time and the one hour and five minutes become the same, running time will occur.
  6. When changing players, both the player leaving the ice and the player entering the ice must be at the boards.
  7. Penalties:Minor – 2 minutes

Major – 5 minutes

Misconduct – 10 minutes

Note: There are no 4 minute penalties. A four minute penalty is the equivalent to getting two minor penalties. If a player gets a four minute penalty and incurs another minor penalty in that game, then the three penalty rule is applied.

  1. If a referee stops play for an injured player, that player must leave the ice.
  2. The Board of Directors shall have the authority to suspend any player if they

determine the offending members conduct warrants such action. In certain circumstances, the President shall have the authority to suspend a player for behavior at the rink that reflects badly on the league. Players who are suspended can appeal the suspension and come before the Board ofDirectors to make their case. If the suspension is upheld, then the player’s suspension will start with the game following the decision.

  1. Any game suspensions a player may have at the end of one season will carry

over the next season.

Q. Any player ejected from a league game for any reason shall be suspended

from the next league game.

VII.INDIVIDUAL BOARD MEMBERS RESPONSIBILITY TO HIS TEAM

  1. The Team Director will be responsible for the behavior of his team and the collection of yearly dues, payable by check.
  2. The return of all uniforms to the Board of Directors at the end of the season, unless otherwise specified.
  3. Making sure that all players on his team are assigned a uniform.
  4. An Attempt to play ALL of his players as equally as possible.
  5. The Team Director of the home team is responsible for the filling out the COMPLETE score sheet. The names should be LEGIBLE.
  6. Team Directors or in the case of a goalie, his designated

representative, will wear the Captain “C” on his jersey with the purpose of communicating with referees, scorekeeper, etc.

  1. Making sure that players under suspension for any rules violations are not participating in the game.
  2. Responsible for collecting his team’s sponsor fee.
  3. Ensure Treasurer and DPP are notified when a sub player is required. He will also notify the Treasurer and DPP when the absent player returns so that the sub player can be put back on the sub list.
  1. ICE FEES
  1. Ice fees are to be paid on dates noted on game schedule. The dues shall be paid to the Team Directors by Check or money order payable to

W.W.H.L. The Team Director shall give all league monies collected to the Treasurer within one week of said collections. Players that do not pay prior to the game following the ice bill due date will be ineligible to play until said dues are paid. Any deviations that would allow a player to pay his ice bill on different schedule than described above must be agreed upon by the Board Officers (President, Treasurer and DPP) and Team Director.

B.Should a team win with an ineligible player, the win will be taken away resulting in a loss. In any case, the ineligible player and the Team Director from that team will be suspended from the following game.

C.An individual’s prolonged absence due to injury, personal business, or game suspensions does not relieve him responsibility to pay monthly dues unless specifically requested by the Team Director and approved by the President. If the request is refused, the Team Director or player can appeal to the Board of Directors. Every attempt will be made by the DPP to find a substitute player for the absent player to alleviate the ice fees owed. If a player cannot be found in a timely manner, the individual is still responsible for the ice fees for the weeks a sub player could not be found.

D.Monthly dues will be determined by the Board of Directors to be sufficient to balance the budget.

  1. INJURY
  1. The W.W.H.L. and the Wayne and Westland Recreation Departments will not be responsible for injuries to players coming to, from, or playing at league games. Nor shall said association or recreation departments be responsible for accidents that may occur in the respective arenas.
  2. Any veteran player that will miss four (4) or more consecutive games will have a replacement named by the Director of Player Personnel. If the veteran player takes the four games to decide if he will continue to play, the veteran must pay the ice fees for that period. The veteran will cease and the replacement begins paying ice fees at the time the replacement begins to play. Replacement players will be guaranteed a minimum of four (4) games before returning to the waiting list.
  3. Any injured veteran player that has been replaced during the current season shall retain his active status during the current season and the next season if they meet the required registration requirements.
  4. The roster will be frozenat the end of thelast regular season game. No long term SUBS (other than a goalie) will be added to a team during the season playoffs. Injured veteran players who were not playing at the end of the regular season may rejoin the team and play in the playoffs. Once the regular player comes back, the sub player is no longer eligible to come back during the playoffs.

X.PLAYER ABSENTEEISM
