Update on benchmark development by Steve Carlson

·  Steven Carlson of CDH Energy presented an update of AWWARF’s Water and Wastewater Utility Energy Index. Data gathered in this project will be used as a foundation for an ENERGY STAR benchmarking system by creating energy performance metrics for water and wastewater utilities.

·  Background:

o  The goal of energy performance benchmarking for the water and wastewater industries is to quantify the energy used to provide these services. It is also important to base benchmarking on measured data where practical and normalize for factors beyond the utility’s control, such as population and the mass of pollutants removed.

·  CDH assembled the data obtained from the surveys and will begin the data analysis. This analysis is being conducted to identify parameters that explain energy use variation, define the ranking distribution from the data set, and formulate a comparison framework.

·  Steve presented the initial analysis results to the group in a PowerPoint presentation. Please see the presentation titled “Development of a Utility Energy Index” posted on the Focus Web site at www.energystar.gov/waterwastewaterfocus

·  ENERGY STAR is going to review what Steve has developed during the fall/winter and this may be the basis of the ENERGY STAR Water-Wastewater benchmarking tools.

Update on the Energy Efficiency Guidebook development

·  Rich Brown of Lawrence Berkeley National Laboratorypresented an update on the Water-Wastewater Energy Efficiency Guidebook.

·  Background:

o  To serve the goals of its Water-Wastewater Focus, ENERGY STAR intends to provide a guidebook for facility operators and managers across the U.S. The guidebook will provide:

·  A comprehensive guide to energy efficiency measures with data on energy savings, costs and monetary savings and/or payback periods,

·  Data from case studies highlighting best practices that have already been implemented; and,

·  Conventional and advanced technologies, as well as existing and new plants.

·  The first portion of the Water-Wastewater Energy Efficiency Guidebook in development is the drinking water portion. The target audience of this guide consists of plant or system operators and energy managers within medium to large utilities. The guide will serve to:

o  Summarize available knowledge on energy use and energy efficiency in the drinking water sector, and

o  Identify opportunities for energy-efficient practices and technologies that are commercially available.

·  Rich Brown outlined the details of the drinking water guide in his PowerPoint presentation titled “ENERGY STAR Energy-Efficiency Guide for the Public Drinking Water Industry” posted at www.energystar.gov/waterwastewaterfocus

Planning an in-person Focus meeting

·  The Focus group has agreed that an in-person meeting would be extremely beneficial to move forward in developing a national W-WW energy efficiency program. The 2-day workshop, to be tentatively held in Fall 2207, has the following goals:

o  Share best practice models and come to a consensus as to which models should be included in the Water-Wastewater Energy Efficiency Guidebook,

o  Discuss the benefits of measuring and tracking energy use in the water-wastewater sectors and outline ways in which an ENERY STAR Water-Wastewater program can offer assistance; and,

o  Suggest organizations and associations EPA should partner with to create market change.

·  EPA is organizing a small core group of Focus participants to assist in planning the in-person meeting.

·  Focus members interested in participating on the technical review committee of the ENERGY STAR Energy-Efficiency Guide for the Public Drinking Water Industry should email Katy Hatcher at or Leslie Cook at .
