Board of Supervisors Meeting

Minutes of March 20, 2017

I. Call to Order

A. Determination of Board Quorum and Introduction of Guests

·  It was determined there was a quorum & Jim Schaffer called the meeting to order @ 3:35PM

·  Public Comments – None

II. Public Comments (three (3) minutes per comment)

·  None

III. Review, Amendment and Approval of Minutes

·  Minutes from the February 27, 2017 were reviewed and Kathy Canfield made a motion to approve the minutes and Jim Shaffer seconded the motion. Jim Schaffer called for the question and it passed unanimously.

IV. External Agency Reports

A.  NRCS– Jim Gifford, District Conservationist - Not Present – Kevin Roukey read e-mails from Jim Gifford. (See attached WSCD Staff Report)

B.  NCDP – Tim Rubald, Program Director - Absent - Bettina reported on the two CD Leadership training scheduled for May 17th from 8am – 4pm in Reno, $25.00 per person and one on Financing on May 31 from 9am - 4:30pm in Reno $50.00 per person. Pre-Registration required. Native Seed Forum in Winnemucca March 28th. State Conservation Commission meeting March 29th in Carson City. Kevin will try to meet with Bettina ASAP to discuss Pheasant Forever grant.

C.  NDOW – Jasmine Kleiber – Inter-local Contract Agreement – Needs revision.

D.  NVACD – Kevin Roukey asked Conservation Client Gateway – Asked Spencer and Tory if they were getting set up. That would get us $1,000.00 from NACD.

E.  FSA – Local office rep not yet contacted

F.  Legislative Action – Kevin Roukey reported that March 28th is Conservation District Day at the State Legislature and encouraged any supervisors who are available to show up. He will be setting the WSCD display and speaking with the senators and assembly representatives.

V. District Projects

·  Integrated Washoe County Water Project – No update from Lynn Zonge

·  Sage Grouse Project – Kevin Roukey reported he picked up the fence marker materials and the students will be starting on producing markers in April and will notify Susan Abele when tags are ready. Working with NDOW and Vya CD to look for cost share funds.

·  Tenaya Creek – Kevin Roukey reported that TCHOA has sent out RFPs for the project and that based on timelines for review and approval, based on current weather it is not likely that work could start in May.

·  Storey County Projects – Kathy reported that there are no new relevant projects.

·  Scotch Pine HOA – Kevin Roukey reported that he has contacted the Galena Creek/Little Washoe Lake Ditch Company to initiate request for NRCS to provide Technical Services for the project and is waiting for a response.

VI. Internal District Issues

A.  Financial Reports – Kevin Roukey read bank balances reports, regular checking account; mitigation account; credit card charges; checks written and checks that needed to be written.

·  Reports passed around for board review. Jim Shaffer motion to accept report and Kathy Canfield seconded the motion. Bret Tyler asked all in favor and it passed unanimously.

B.  Bi-Annual Public Meetings – Kevin Roukey reported that he has been in contact with Lani Estill and is trying to coordinate a date and location, perhaps Gerlach. He will discuss it further with her when he attends the Conservation Day at the State Legislature. He also reported that he made a presentation on the Current Legislative Actions regarding Section 404 of the Clean Water Act at the Vya CD on March 10th and that the overall event was well attended.

C.  Election of Officers – Election of Officers for the WSCD was held and the results are:

a.  Chairman – Brett Tyler

b.  Vice-Chair – Tory Friedman

c.  Secretary – Spencer Scott

d.  Treasurer – Jim Shaffer

D.  Planning Discussion for Soil Workshops

·  Spencer Scott reported he is still coordinating with Jim Gifford and discussed possibly combining the two workshops together. Kevin Roukey suggested they contact Regina Pratt and Bryon Hardwick to get some ideas on how Vya got theirs going.

VII. Supervisor, Staff and Consultant Items

A.  Announcements

·  Legislative – Conservation Day – Tuesday, 28th March

·  NvACD – Template letter to legislative representatives – asked for additional data – received none

·  NV Agricultural Outlook – April 7th – Washoe County Extension or VTC – Topic: Risk Management

·  NVWMA – DUES - $75.00 – Still trying to get information before we send in dues.

B.  Local Workgroups Listings – Kevin and Jim Gifford are still coordinating with agencies to develop a list.

C.  Staff Budget Issues

·  County funding sources – Washoe County Planning – Still pursuing.

·  Discussion on Appointees – Need to invite Jeannie Herman to meetings

D.  Washoe County Planning Reviews

·  Kevin reported he has had 1 project.

E.  Storey County Planning reviews - No new projects for review.

F.  Space Allocation – Warehouse Clean-out

VIII. Next District Meeting Items

A.  Next meeting will be April 17, 2017.

B.  Approval of 1 TB portable hard drive.
