  • 29th April to June 2012:7 fly tips found on the un registered part of Prescott Road. Investigation in progress.
  • Prosecution case in progress following on to the evidence found at Prescott road.
  • 27June 2012: Stryker Camera was temporarily installed to cover access road from Prescott Road through to Blackthorne Road. Removed for Olympics. Camera returned on 20/09/12 and still in situ.
  • Funds obtained from the Gating pot to erect steel barriers at both ends of the unregistered part of Prescott Road. 3 quotes obtained. Legal have advised that a Gating Order is required prior to installing barriers.
  • 29th June 2012 - Notice served on land owner. Fly tips (increased to 12 including asbestos).
  • Works in default was carried out on 22/10/2012 to remove all the 12 fly tips including asbestos costing Council £2950.00.
  • Community Safety funding hire of temporary barriers from Enterprise until Gating Order process is followed. Temporary barriers installed on 23/10/12.
  • 25/10/2012- Letters sent out to all businesses to inform them about barriers.
  • Preparation for statutory consultation for Gating Order in progress.

Westfield Estate: Severn Crescent garage area (in between 84 Severn Crescent and Westfield Community Hall) /
  • Identify hotspot area as Westfield Estate- Severn Crescent derelict garage.
  • Search fly-tips for evidence, tape of fly-tip with signage ‘SBC investigating’.
  • Investigate and prosecute if evidence found.
  • Publicise the need to report fly tipping and fly tippers.
  • Anti-social behaviour (ASB) surveys completed.

  • Following an incident of a break in to one of the garages notice has been served on to the owner of the garage to remove waste scattered around the garage area.
  • 19/4/2012- Noticed served on the garage owner. Owner is believed to reside abroad so dealing with letting agency.
  • Gating funds obtained for fencing and gating the garage area which will give confidence to the residents to rebuild their garages.
  • Letters dated 27/06/12 sent to garage owners to invite them to a meeting.
  • 11/07/12: Street meeting organised and attended by 10 residents, Cllr Walsh and SBC Officers to discuss future plans for the derelict garage area. Residents agreed to delay garage clearance until gates are installed.
  • On 25/10/2012 – One garage cleared of all waste.
  • Following the meeting one resident has agreed to work with SBC to help coordinate the project on the residents’ side.
  • 11/09/12: ASB surveys completed.
  • Street meeting successful and residents have committed to taking responsibility of the garage area.
  • Letters / agreement forms dated 24/08/12 sent to 22 owners of a garage / parking space as identified by land registry checks. 19 agreement forms returned. Project will consist of 3 stages (1) securing the site (2) cleaning up the site (3) renovating the site. The Council will take responsibility for funding stage 1, stages 2 and 3 remain the responsibility of the owners.
  • 27/09/12: Part one of securing the site is underway. Wooden posts and existing barrier will be removed and replaced with 10 metres of 2 metre high triple pointed green coated palisade fencing and a 5 metre wide double gate. The strip of land at the back belongs to the Highways Agency. Permission is required to fence over their land. Currently undergoing the required procedure.
  • Fencing/gate at entrance installed in week commencing 05/11/12.
  • Letters sent to owners dated 22/11/12 inviting them to a meeting to discuss the next stages of the project. Meeting scheduled for 08/12/12.

  • On 25/7/2012 – Complaint received of tyres dumped on to the land opposite the electric substation and sofas dumped on the pavement.
  • 14/8/2012 – Notice served on the owner of the land to remove tyres and other waste from land.
  • 11/9/2012- Notice partly complied with and some of the waste been removed but the tyres have been pushed onto the pavement.
  • 23/10/2012 – areminder letter was sent to owners of the land to notify them that works in default will be carried out. No response received so will need to arrange for works in default to clear waste from land however will wait until notices are served on all residents using the alleyway requesting to clear waste from pavements.

  • 24th April 2012: A large fly tip found on the entrance to vacant Commercial Units but found few days letter fly tip been removed.
  • Followed up evidence found within the fly tip and contacted an Architect company whose details were found. They gave the name of the contractor who carried out the work.
  • 7thJune 2012: invited a builder for PACE interview.
  • 2nd August 2012: Due to an error on the PACE interview machine proposing to issue a Simple Caution to the person responsible for the waste on the 2nd August 2012.
  • Simple caution and investigation cost will amount to £288.
  • 2nd August 2012: the perpetrator signed the Simple Caution document and investigation cost of £108 as well as paid an FPN for failure to produce waste documents amounting to 180.00. In total paid £288.00.
  • Case been completed. Simple Caution to be kept in file for 3 years.
  • 22nd October 2012: ASB surveys completed.

  • Two fly tipsfound at the Gentleman’s ClubLand along Colnbrook by pass on 16th April 2012, PACE interview carried out 16th May 2012 with negative results.
  • Evidence of CCTV captured vehicle registration and already pursuing.
  • Invited two suspected offenders for PACE interview.
  • Prosecution file being prepared at this time for only one of the suspected offenders.
  • Highways department agreed to remove abandoned trailer full of controlled and hazardous waste dumped on Colnbrook By Pass.
  • Quotes being gathered to remove trailer.
  • 1st August 2012:Removal of trailer to secure compound to be emptied and searched for possible evidence.
  • November 2012: Litter bins to be installed by Enterprise on highways land along lay-bys on Colnbrook by-pass to help resolve littering occurrences.

  • 29th June 2012: Fly tipping in Horton Road ditch was removed by Enterprise. Unfortunately, no evidence was found at the time of removal.

  • 17th April 2012:Cut the Crap leaflets delivered to all properties within Moreland Close and Moreland Avenue.

  • 30th July 2012:Cut the Crap leaflets delivered to AlbanyPark with responsible owner leaflets for dog owners.
  • On going- Following the success of spray marking scheme on other parks will need to try it on AlbanyPark.
  • Dog fouling signs have been put up around Colnbrook.

  • 23rd and 24th May 2012:12 Public Houses and 25 construction sites were visited by officers to advise them about noise issues and also carried out Duty of Care inspections.
  • 16th May 2012 a press release went out and articles were put on the Citizen to inform residents about the Noise Action Week Events and a week later another one to give feedback on how successful the events went.

4. Gathering and sharing intelligence in relation to crime and ASB / Abandoned vehicles /
  • Locate AV within 24 hours and sticker notice for removal if appropriate.
  • Patrol area and sticker vehicles seen advertised for sale on Old Bath Road and Sutton Lane.
