ACTION

Public Question Time:
A member of the public advised that a drainage ditch opposite the polo establishment at Beenhams Heath had been filled in after being piped, and a manhole cover inserted. Stuart Craig will investigate and if this is impeding the water flow it will be reported to the Environment Agency and RBWM will be asked for a planning permission to regularise the situation / STUART CRAIG

The minutes of a meeting held on 6 September 2011 were approved by the Council and signed by the Chairman
3. / Matters Arising from the Minutes:
§  David Lee enquired about a woodland site being introduced into the village. The Chairman advised that the Parish Council have lodged an interest with the RBWM in the possibility of a woodland site (Jubilee Celebration) being planted opposite the travellers site to help against further development
§  Milley Road Playing Field – the Vice Chairman asked if the Parish Council would give approval to obtain quotes for the provision of football posts and have the grass cut more frequently. In principle this was agreed and will be re-addressed at the November meeting / VICE CHAIRMAN
4 / Travellers update:
Craig Miller Waste & Environment Protection Manager listened to the public concerns which included bonfires, barking dogs, lights, and rats. He addressed their concerns and made reference to the Statutory Nuisance Law and the Environment Protection Act. If these laws are breeched they need to be witnessed and then they will be fined
4a / Planning Applications:
11/02654: Bear Farm, Binfield:
The Parish Council objected as it conflicts Para 2.1.16 of GB2 and as there is already an existing access
11/02485: Laburnham Cottage, Waltham St Lawrence
The Parish Council objected as it is an over development and conflicts with GB4. If Officers were minded to approve, the materials should match the existing house especially the roof tiles as this is within a Conservation Area

The Parish Council had no objection providing there is a suitable sized replacement
11/02460: Lewins, The Street, Shurlock Row
The Parish Council had no objection

6. / District Planning Agenda/Other Planning Matters:
Nothing to report
7. / Enforcement Notices & Appeals:
§  Rowan Tree Cottage - the appeal was dismissed on grounds of it being an inappropriate development within the Green Belt and highway safety
§  The Star – an appeal against an enforcement notice for the unauthorised construction of a building and walkway around a building has been made
§  Bears Copse – an appeal has been lodged against enforcement action. The Parish Council will send off their comments in triplicate to the Planning Inspectorate in Bristol / CLERK
8. / Reports from Representatives:
·  Stuart Craig advised that a response has been received from the Environment Agency in response to your letter referring to watercourse maintenance. Another letter will be sent to them asking that they carry out repairs to the Twyford Brook as it is in a critical state.
·  Sandy Quinn advised that Footpath 2 adjacent to Hilarion Cottage on Shurlock Road is on the RBWM list for an October clear up.
·  Judi Jeffreys the headmistress from the local school has been in touch to ask if the hedges that are seriously overgrown can be maintained on the corner of Sill Bridge Road and Twyford Road as the school children are having problems walking past them adjacent to Laburnham Cottage. Streetcare at RBWM will be contacted
·  Vice Chairman advised that trees in the Burial Ground and in the Neville Close triangle will be attended to shortly
·  Martin Hayes advised that the ‘do not park here’ sign intended to be erected on the Grange wall has now been purchased. The Chairman advised that he would pay for this sign. The Lych Gate will carry an article advising of the sign erection and then it will be put in place unless there is strong local criticism
·  Katie Sarsfield advised that a request from the PCC had been received for the Parish Councils projector and screen for a concert at the Church. It was unanimously agreed that they could borrow these items
·  The Parish Council’s laptop is insured by the Neville Hall insurance / CLERK

§  The cheques issued in September were agreed and signed by the Chairman
11. / Correspondence:
·  Traffic Calming it was agreed that ex Vice Chairman Christopher King should attend the next meeting to discuss this subject
·  Letter from Jim Humphreys – request to acquire some appropriate signage to ensure that vehicles enter Adkins Road slowly. It was agreed that a sign ‘Children at Play’ could be added to the existing speed limit sign. Martin Hayes will investigate and the Clerk will respond to Jim Humphreys
·  Community Bulbs – it was agreed that the Parish Council would not enter this scheme
·  Queens Diamond Jubilee Beacons- the letter will be passed onto Judi Jeffreys to see if the local school children would like to get involved /
