Meeting of April 23, 2009

The meeting was called to order by Chairperson Wen Pei at 8:32 a.m.

It was moved by Peichin Cheng and seconded by Wen Pei to approve the minutes of the Citizens’ Bond Oversight Committee Meeting of February 18, 2009. Motion carried 4-0.

Celia Moynihan distributed copies of the final audits prepared by Vavrinek, Trine, Day & Co. She explained to Committee Members that the audit included only 1 ½ months of expenditures and that most of the work done over the summer will be included in next year’s audit.

Jeff Bloedorn distributed copies of the Construction Quarterly which highlights projects that have been completed and those in progress. He reported that the bid for skylights at Westhoff Elementary School was approved at the last Board of Trustees meeting, along with the LCD Projector Installation Phase II. During Phase II, the installation of 193 projectors will be modified and an additional 71 projectors will be installed. Mr. Bloedorn stated that the cost of a visitors’ restroom building in the stadium at Diamond Bar High School is being estimated at $200,000.

Mr. Bloedorn stated that the plans for the Diamond Bar High School Swimming Pool have been approved by the Division of the State Architect (DSA) for Fire, Life & Safety and are ready to be reviewed for structural compliance. He explained that, because there is no State funding involved in the project, DSA may be able to expedite the plan check. If the District receives an expedited plan check, construction on the pool must begin within 75 days after DSA approval. Susie Vernon suggested having Kelli Gile write something for the newspaper so the public knows what’s going on. Mr. Bloedorn also reported that the plans for the Walnut High School Band Room are currently at DSA.

Wen Pei suggested that the District newsletter contain construction updates and Nimesh Ladhawala suggested that information be included on the District’s and the Cities’ webpages.

Committee Members received a “draft” of the first Annual Report to the Board of Trustees for review. The report will be submitted to the Board of Trustees on May 20. Wen Pei, as Chairperson of the Committee, will present the report.

Jack LeBrun reminded the Committee that two members (Judy Marostica and Susie Vernon) are serving one-year terms. He will be putting out new applications to get candidates for replacing them. The new people will serve two-year terms. New members will join the Committee in the fall. The consensus of the group was to schedule three meetings for next year. Mr. LeBrun said he and his staff will have an orientation meeting with the two new members before the first Committee meeting in the fall.

The business meeting was adjourned at 9:30 a.m. and followed by a tour of Walnut High School to observe projects underway. The new two-story classroom building is almost completed. Jeff Bloedorn took the Committee Members to the football stadium to explain the upgrades that are planned. Artificial turf will be installed on the football field and the all-weather track will be replaced with a new rubberized surface.
