Agency: ConnecticutStateUniversity System

Project: Funds approved to award a construction contract for fire code improvements to Davidson Hall at CentralConnecticutStateUniversity in New Britain (Project Number: BI-RC-307). The project consists of the installation of smoke and heat detectors, pull stations, horns/voice speakers/strobes, miscellaneous conduit and wiring and a programmable control panel.

Statutory authority and amount:

P.A. 07-7, Sec. 2(t)(2)(A) $2,011,300.

S.A. 04-2, Sec. 2(k)(2)(B) previous funding 146,000.

Project: Funds approved to finance infrastructure repairs and improvements at various state-owned facilities (BI-2B-9000). Work includes structural repairs at the 315 Buckingham Street parking garage in Hartford, and a roof replacement at 24 Wolcott Hill Road in Wethersfield.

P.A. 07-7, Sec. 2(g)(1) $818,300.

Agency: Judicial Branch

Project: Funds re-approved for allocation for the newly completed Juvenile Court and DetentionCenter at 55 Congress Street in Bridgeport (BI-JD-241). The original vote of the State Bond Commission raised legal questions that prevented bond counsel from clearing the bonds for issuance at that time.

Agency: Military Department

Project: Funds approved to provide state matching support to finance the development of a design-build project for a new 100,000 square foot facility to house the program functions of the Northeast Army National Guard Leadership Training Brigade at CampRell in East Lyme (BI-Q-588). This facility, to be known as the Regional Training Institute, will provide classrooms, offices, training, and support spaces, housing and a kitchen. Federal participation in this project is $27 million.

DPW REQUESTS FOR QUALIFICATIONS (RFQ) FOR ARCHITECTURAL / ENGINEERING AND PROFESSIONAL CONSULTING SERVICES

The state Department of Public Works has been authorized to retain consultants/firms to work on the contracts/projects described below.

Qualification submittal deadline: February 23, 2009.

ARCHITECT / ENGINEER: Contract Number: BI-NN-646-Arc. The project will construct a new group home for six clients, a 5,000 square foot residence on existing state property in Putnam, CT. The project’s construction budget is $883,800.

Qualification submittal deadline: March 5, 2009.

CONSTRUCTION ADMINISTRATOR during construction: Contract Number: BI-FP-008-CA. The project includes additions to the New HavenRegionalFireAcademy at 230 Ella Grasso Boulevard in New Haven. The anticipated construction cost is $3,839,947.

Qualification submittal deadline: March 10, 2009.

CONSTRUCTION MANAGER AT RISK: Contract Number: BI-RD-226-CMR. The project consists of a Fine and Performing Arts Center at WesternConnecticutStateUniversity in Danbury. This 144,000 square foot facility will be located at the University’s Westside Campus. It will be a LEED silver facility. The planned completion date is the summer of 2014.

Qualification submittal deadline: March 23, 2009.

ARCHITECT / ENGINEER: Contract Number: BI-RS-283-ARC. For the design of a new AcademicLaboratoryBuilding at Southern Connecticut State University in New Haven. The new 98,000 square foot facility will be designed to support the University’s science programs in Biology, Chemistry, Environmental Sciences, Physics, and the Center for Math and Science Education. The estimated total construction cost is $44,845,500.

Qualification submittal deadline: March 16, 2009.

CONSTRUCTION MANAGER AT RISK: Contract Number:BI-RS-283-CMR. To provide Construction Manager at Risk services required to build a new AcademicLaboratoryBuilding at Southern Connecticut State University in New Haven (see above). This will be a LEED Silver facility.

DESIGN-BUILD CRITERIA ARCHITECT: Contract Number: BI-JD-239-DBCA. For an architectural/engineering team to act as project design-build criteria architect for a new courthouse and related facilities in the City of Torrington. The new Litchfield Judicial District Courthouse will consist of a 117,000 gross square foot building and renovations to an existing 43,500 square foot building. It will be designed for LEED Silver Certification. The design-build budget for this project is $60,000,000.

DESIGN-BUILD TEAM: Contract Number: BI-YS-166-DB. New construction of a secure treatment facility for Juvenile Justice Girls at 115 Virginia Avenue in Bridgeport, CT for the Department of Children and Families. This state-of-the-art secure child-friendly treatment facility for female juveniles will be approximately 36,000 gross square feet in size. It will serve 18 to 24 juveniles, under 18 years of age, in a secure setting, with residential, treatment and support functions. The facility will be designed for a LEED Silver Certification. The design-build budget for this project is $8,200,000.
