ATTACHMENT – SUMMARY OF 4.2(C) RECOMMENDATIONS:

1. Employment Outcomes will increase by 10%.

VRAC’s recommendations: During FFY 13, the State Plan objective can be accomplished through:

1. Increasing marketing efforts to current and potential employers of blind and visually impaired persons. DVI will create and disseminate an “Employer Marketing Tool Kit” to current and potential employers by January 2014.

2. The pool of identified potential employers of blind and visually impaired Delawareans will increase by 10% by March 2014.

2. DVI will seek and secure funding to engage a qualified consultant to study and identify transportation barriers to employment of blind and visually impaired persons living in Delaware by March 2014

3. DVI will identify and implement three specific aspects of its VR Case Management Requirements that will be upgraded, automated, and implemented to decrease by 10% the amount of time VR Counselors and staff expend on manual data management and report generation by June 2014.

4. On or before October 2013, DVI will adopt and institute policies mandating transmission and completion of Consumer Satisfaction Surveys to consumers at three stages of the VR process: (i) the completion of orientation; (ii) the end of a 90 day period following the development of an IPE; and at closure (regardless of the reason for same. institute policies mandating that all personnel with direct service or consulting responsibility on VR Cases Up-to-date Case Management Data maintained and accessible to all VR service providers with responsibility for the consumer’s VR case.

5. All completed consumer satisfaction surveys will be analyzed and the results reported to the SRC at each meeting, beginning October 2013.

6. DVI will offer to all personnel involved in provision of direct services to VR Consumers education and training on assistive technology developments, strategies designed to increase employer pools, and cultural sensitivity, with an emphasis on services disabled clients.

TRANSITION

1. DVI will identify and validate the identity and school enrollment of all transition-aged youth eligible for transition services by October 2013.

2. DVI will identify and implement a validated formula to calculate the appropriate number of students to whom a VR/Transition Counselor will effectively provide statutorily required transition services by October 2013.

3. DVI will hire or retain the appropriate number of transition counselors (based upon the formula discussed in paragraph 2 above) necessary to provide transition services to all eligible blind and visually impaired persons in the State.

4. DVI will draft the terms of a Memorandum of Understanding with the Delaware Department of Education, which details the roles and responsibilities of DVI staff in providing transition-related services to blind and visually impaired eligible youth before November 2013.

DIVISION FOR THE VISUALLY IMPAIRED ADMINISTRATIVE LEADERSHIP

1. DVI will employ experienced, qualified full-time personnel to discharge the duties of the following Agency leadership positions before December 2013:

- Agency Director

- Education Principal

- Senior VR Specialist

- VR Program Specialist

Transition Services provided to all eligible consumers by ______.

All vacant DVI Senior Leadership positions (Director, Senior VR Administrator, VR Program Specialist, and Principal of the Education Department) will be filled by qualified, experienced personnel by December 2013.
