Roll-Call and Sign-In, and Anti-Trust Avoidance

Anti-Trust Avoidance: Various Federal and State laws prohibit the exchange of information among competitors regarding matters pertaining to price, refusals to deal, market division, tying relationships, and other topics which might infringe upon antitrust regulations, and that no such exchange or discussion will be tolerated during this meeting.

These guidelines apply not only to the formal meeting session, but to informal discussions during breaks, meals or social gatherings. Thank you for your cooperation.

INDIANA PHARMACISTS ALLIANCE BOARD MEETING

April 11, 2017, 5:30- 8:00pm. Mangianno’s

1. Call to Order & Roll Call
The meeting was called to order by President Bartlow on Tuesday, April 11 at 5:30pm.

Members Present: Julia Bartlow, president; Nick Sloffer, president-elect; Dan Degnan, past-president; Herb Halley, treasurer; Randy Hitchens, exec vp; Camille Boyken; Lester Burris; Lynn Fletcher; Melynda Ludwick; Denise Fields; Jen Copple; Rick Koomler and Scott Booziotos. [10/13]

Members Absent: Amy Wleklinski; Julie Bolinger; and Dan Cleveland.

2. Additions to/ Approval of Agenda

Julia Bartlow reviewed the agenda. It was Moved and Seconded to approve the Agenda. Motion carried.

3. Anti-Trust Policy

President Bartlow noted the anti-trust policy, which members confirmed during roll-call. A quorum was present. [10/12= 83%]

4. Approval of Board Minutes
Board Minutes were approved for March 15, 2017.

5. Executive Summary Report

Randy Hitchens shared a summary of 2017 Membership Campaign Metrics and Financial Report (YTD February).

5.1 Membership Campaign & Metrics

IPA has recruited 53 new members through April 11, including 21 pharmacists, 29 students, 1 technician and 2 associates.

Our 2017 Pharmacist and Technician Renewal Rate has increased to 79% verses 78% (2016) and 73% (2015). 115 pharmacists and technicians have not renewed for 2017. The Membership Council and IPA Staff are pressing to exceed our 80%+ Renewal Rate in 2017 and considering a Quarter 3, 2017 New Member Promotion to add 120 new pharmacists by September 2017.

5.2 Financials

IPA Income Statements and Balance Sheets were presented for February YTD, 2017. IPA Assets are $333,889. Our Net Income is ($10,592) through February YTD on target Revenues and Expenses of $66,049 and $68,076, respectively. Key variances were identified.

6. Policy Discussion

6.1 2017 Legislative Report:

John Hertig shared an update on seven 2017 pharmacy-related bills. Our IPA Legislative and Regulatory team worked with Ron Grooms and Steve Davisson to Submit 6 IPA Bills, Support 2 pharmacy-related bills, Influence 2 health care bills and Followed 9 health care bills.

The Legislative Session closes April 30, 2017. We hope to hold a bill signing event in the Governor’s Office in May or June to celebrate our outstanding 2017 accomplishments. The IPA Website’s Legislation portal will be updated to include a Pharmacy Bills Library to contain Executive Bill Summaries and a Link to the Full Bill. A Press Release will be distributed to UPI.

8.0 New Business and Key Initiatives

8.1 Nominations for 2018 Leadership
Dan Degnan announced that a request for 2017 IPA and Academy Board Nominations will be sent to all IPA pharmacist and technician members in our INTouch bi-weekly e-news during May and June. 2018 Board Elections are scheduled for August 17- 25, 2017. 2018 Positions include:

  • IPA President Elect; IPA District 3 Director (northeast); IPA District 5 & 6 Director (southeast)
  • IACP President Elect; 1 Pharmacist Board Member at Large
  • ISHP President Elect; 2 Pharmacists and 1 Technician Board Members at Large
  • IASP President Elect; 2 Pharmacists and 1 Technician Board members at Large

8.2 2017 PEF Board Expansion and Fundraising Campaign
Herb Halley reported that the IPA Board recently added Ron Snow, Bruce Hufford, George Kucka and Bruce Clayton to the PEF Board for 2017 to strengthen fundraising expertise. The 2017 PEF budget includes a $50,000 Fundraising Campaign for the purpose of advancing pharmacy practice, education and scholarship. The PEF Board has broken into three workgroups to support:

  • PEF Golf Classic, June 16, Legends, Franklin, IN$2,000- 3,000
  • Annual Meeting Silent Auction, Sept 29-30 $2,000- 3,000
  • General Fundraising Campaign$10,000
  • Raffle or Fundraiser with Suggested Donation” Sell 300-400 $100 tickets.$35,000

8.3 Student Academy and Council Committees

Randy Hitchens provided an update on our IPA Student Executive Committee’s proposal to create seven 3-student Committees to work under our 3 academies and 4 councils. Student committee members will be selected by the academy and council leaders in July 2017. Randy and Nick Sloffer will review the Butler, Purdue and Manchester student applications in June, and review with our IPA Student Executive Committee members.

8.4 CPI Agreement

Julia Bartlow reported that the IPA Executive Committee and Community Pharmacies of Indiana continue to discuss CPI’s outstanding $30,400 debt to IPA. We hope to reach an agreement by June on a payment schedule and the possible creation of an Independent Academy in 2018.

8.5 IPA Spring Conference Program, Ritz Charles, April 12

Carol Dunham provided Board members with a copy of Wednesday’s April 12 Spring CPE Conference Program at the Ritz Charles from 8am to 4:45pm. We have 76 paid registrants for the meeting and will have 110 total attendees, which break attendance record dating back to 2008. 12 suppliers will participate in our Business Partner Expo. We are excited that Dr. Jerome Adams, Indiana Health Commissioner, will be our featured speaker on “Population Health.”

9. Academy Reports

Community Pharmacists: Lynn Fletcher shared that the IACP Board is soliciting pharmacy students for their IACP Student Committee and helping with IACP membership recruitment and retention. Next Board conference call: April 19, 2017.
Health System Pharmacists: Melynda Ludwick reported that ISHP would like IPA to offer a 2017 Technician of the Year award. IPA/ISHP is planning an Indiana Reception at the ISHP Midyear meeting on December 3 in Orlando and anticipate 350-425 attendees. The event is being sponsored by Purdue, Butler, Manchester, Lilly, IU Health and 4-5 Indiana health systems. This is Melynda Ludwick’s last IPA Board meeting as she will move to Texas in June. Jen Copple has graciously agreed to serve as President in Quarter 3-4, 2017. We wish Melynda the best in TX.
Specialty Pharmacists: Denise Fields shared that the new Specialty Pharmacists Board plans to add Angela Skaff (pharmacist) and Izaac Beck (technician) as Board Members at Large for 2017 and 2017-2018, respectively.

  1. District Reports

Districts 1&2: Amy Wleklinski plans to create a South Bend/Merrillville pharmacists Regional Meeting(s) in 2017 that focuses on IPA and Legislative activities.

District 3: Julie Bolinger plans to create a NEIPA (northeast IPA) summer event in Fort Wayne.

Districts 4, 7 & 8: Dan Cleveland reported that he IPA Evansville Regional CE Meeting is scheduled for June 29, 2017 at St. Mary’s Hospital. 8am– Noon. Anticipate 40-60 pharmacists and students

District 5 & 6: Camille Boyken is exploring a 2017 Regional meeting opportunity in Columbus.

District 9: Lester Burris is exploring a 2017 Regional meeting in Jeffersonville or Bloomington.

  1. Council & Task Force Reports

Education Council: Sara and Kathleen report that IPA sent a Member Educational Needs Survey to all members in March and has been studying CE Sessions of benchmark pharmacy associations like MI, OH, WI and IA. We plan to finalize CE Sessions, description and learning objectives for the 2017 Annual Convention by June 1. Presenters will be identified in June and we plan to open registration for the meeting by July 1, 2017. Tom Menighan, APhA CEO and Congressional House Representative and Pharmacist, Buddy Carter, will be featured guests at our Annual Convention.

Membership Council: Nick and Julie report that the Membership Council is supporting the IPA Staff to drive membership renewals to 80%+ and recruit new pharmacist members in 2017. We are considering Quarter 3-4 new member promotions.

New Practitioner Council: Veronica and Jessica report that the 2017 Future Pharmacist conference is scheduled at Indiana Wesleyan on Friday, July 14, 2017. Registration opens June 1
