  • Php500 million worth of funding available for garments exporters
Status: According to the DBP, a Special Credit Facility for the Garment Industry was not created. Instead, P500 million in IGLF resources earmarked for the Garment Industry in March 2004. Of the said amount, a total of 30.18 million has been approved for 16 borrowers from March2004 to August 2005.
The Export Development Council has endorsed on 14 May 2004 for IGLF Funding a GTEB proposal for the implementation and operationalization of a wearable consolidation model which provides for among others, the creations of a common credit facility or a special credit window for commercial banks for re-lending to small and medium-sized garment enterprises. On 17 September 2004, the IGLF Review Committee requested the GTEB to revise its proposal considering that the IGLF, DBP, LBP and PDB also lend money to the garment industry. According to the BSMED, the garment exporters with the abolition of the GTEB no longer pursued the proposal. However, the garment industry prefers a special credit facility that would offer loans at socialized or concessional terms. / Study where financial interventions would be needed to promote the garments industry.

  • Establishment and activation of the Program Steering Committee (PSC) and Program Task Force (PTF).
Status: PSC established with the NEDA as chair and designated representatives from the DA, DTI, BFAR, PCA, BOC, BPS, DFA, as members. Representatives from the EC Delegation, business associations, academe and civil society (as necessary) will be invited as observers. The PSC will hold its first meeting by mid-November.
The NEDA has established the PTF which is preparing the work plan for the program in consultation with concerned agencies. / TRTA components on electronics, aquaculture and copra to begin implementation in early 2006 as scheduled.

  • Position paper of CFIF was endorsed favorably by the DENR Region 7 to the Central Office. CFIF – DENR’s working group that meets regularly to determine which are the illegal and legal plantation of trees.
  • Review of existing policies and regulations on the matter (e.g. DAO 94-O7) (Note: DENR-FMB is scheduled to complete this by 15 August 2005)
  • Immediately complete the compliance checks by batches and allow complying IFMA holders to continue timber harvests (Note: per approved management and operations plans)
  • Allow timber harvests in tree plantations ( Note: clarification on the scope of the nationwide except R11 and 13 log ban recently imposed)
  • Minimize red-tape and allow free transport of plantation harvests as well as secondary forest products (rattan, bamboo, etc.) (Note: this will be taken up in the FMB review of transport documentation procedures)
  • Assist industry in looking for new, alternative sources of legal and sustainable materials.
/ 1)Implement DENR Adm. Order No. 07, S. 1994 in re: Revised Guideline Governing the Issuance of Certificate of Logs, Timber, Lumber and Non-TimberForest Products.
Salient Features:
  • Issuance of Certificate of Origin for Transport of Forest products from NaturalForest (Certificate of Timber/Lumber? MinorForest Products Origin)
Exemptions from Issuance of Certificate of Origin:
  • Transport/Shipment finished or knocked-down forest products are of finished, semi-exempted provided that this is accompanied by a delivery receipt or sales invoice and tally sheet.
  • Transport of logs/timber and other forest products derived from planted trees inside private lands provided accompanied by Self Monitoring Form for logs/lumber and Certificate of Verification for non-timber forest products (rattan, bamboo, etc.) issued by DENR at CENRO level.
2.) Implement DENR Memo. Circular No. 99-20 in re: guidelines governing the registration, harvesting, transport and marketing of timber by-products coming from private plantations within private lands or tax declared alienable or disposable land.
Salient Features:
  • All private plantation should be registered with the DENR-CENRO having jurisdiction over the area.
  • Cutting permit for deregulated species no longer required however, transport permit should be secured from nearest DENR- CENRO ( Self Monitoring Form).
  • For premium species, permit to cut issued by DENR for naturally growing or planted premium species within titled land is required.
  • For the transport of deregulated species, said should be accompanied by Self Monitoring Form and copy of Certificate of Tree Plantation.
  • There is no restriction on the disposition/marketing of plantation species provided this is supplied to legitimate buyers (DENR registered lumber dealers or wood processors/ manufacturers).
3. No timber harvests yet for IFMA holders in Region 7.
  1. Provide the industry with the list of identified private tree plantations in Region 7 for alternative sources of raw materials. This office has also provided the CFIF the list of species that can be used as alternative material for furniture manufacturing.
  1. Conducted meeting/ consultation with different sectors (tree planters, traders/middlemen and wood manufacturers) for wood source identification and souring of raw materials. A follow-up will made as to the progress/development on their negotiation/arrangement for possible sourcing of supply.
