At 5:45 An Appropriation Hearing was open to the Public for fiscal year 16-17 no one addressed the board

At 6:00 Mayor Mann called the regular meeting to order.

TREASURER’S REPORT: Mayor Mann presented April 2016 treasurer’s report. Trustee Patterson made a motion to accept the April’s report as presented to the board. Trustee McCann seconded the motion. Vote taken, motion carries. Roll call - Hamilton – Aye, Holloway – Aye, Mann – Aye, McCann – Aye, Patterson – Aye, Lewis Aye. Nay – 0.

APPROVAL OF MINUTES: Mayor Mann presented the April 14th 2016 Regular Board Meeting Minutes and the April 19th 2016 Special Meeting to the board for approval. Trustee Patterson made a motion to approve the Regular and Special Meeting minutes as presented to the board. Trustee Lewisseconded it. Motion carried.

APPROVAL OF PAYMENTS: Mayor Mannpresented the unpaid bills to the board for approval. Trustee Pattersonmade a motion to accept the unpaid bills as presented to the board. Trustee Mannseconded it. Vote taken, motion carries. Roll call - Hamilton – Aye, Holloway – Aye,Mann – Aye, McCann – Aye, Patterson – Aye, Lewis Aye. Nay – 0.

VISITORS: Chris Cloyd approached the board in regards to the default order that was entered against him to clean up his property. The board stated that the Villages clean-up day is May 21st, 2016 so he has time to get things ready to dump, it’s free for Village and Township residents and if he needs help hauling his rubbish to the square, there will be trucks and the Fire Department on hand to assist residents. Chris Cloyd promised the board he would clean up his property on that day and keep it clean.

Ethel Molohon approached the board representing the Loami’s 4th of July committee. Ethel asked if the mud volleyball pit could be moved to the east side of the park due to all the debris that is in the current pit. The Mayor stated he would talk to the Park Department about using the backhoe to get some of that debris out of the current pit and then refilling the pit with soil. Also; make it a requirement that all volleyball players wear shoes. Mrs. Molohon thanked the board for their time. Trustee Lewis stated the committee would also like to hold a fundraiser at the Community Center selling baked goods and hotdogs on clean-up day May 21st, 2016 and asked for the board’s approval. Board Approved.

OLD BUSINESS: Mayor Mann presentedOrdinance 2016-03 An Ordinance Making Appropriation for All Corporate Purposes for the Village of Loami, Illinois, For Fiscal Year Commencing on the 1st Day of May, 2016 and Ending on the 30th Day of April 2017. Trustee Patterson made a motion to accept Ordinance 2016-03. Trustee Holloway seconded it. Vote taken, motion carries. Roll call - Hamilton – Aye, Holloway – Aye, Mann – Aye, McCann – Aye, Patterson – Aye, Lewis Aye. Nay – 0.

Mayor Mann presented Ordinance 2016-04 An Ordinance for the Levy and Assessment of Taxes for the Village of Loami, Illinois for Fiscal Year Beginning May 1, 2016 and Ending April 30, 2017. Trustee Patterson made a motion to accept Ordinance 2016-04. Trustee McCann seconded it. Vote taken, motion carries. Roll call - Hamilton – Aye, Holloway – Aye, Mann – Aye, McCann – Aye, Patterson – Aye, Lewis Aye. Nay – 0.

NEW BUSINESS:Mayor Mannstated that the Village Treasurer Julie Mose has resigned. Mayor Mann stated he would like to appoint Trustee Lewis as the Village Treasurer. Trustee Lewis resigned from her position as Loami Trustee stating she would accept the position as Village Treasurer.

Stan Workman, Loami Chief of Police introduced Jeffrey Hicks as a newly hired Loami Police Officer to the board. Clerk Glynn swore in Officer Hicks as a Loami Police Officer. Mayor Mannstated Clerk Glynn has completed all the required training for a FOIA Officer and Clerk Glynn presented FOIA and OMA certifications to the board. Mayor Mann appointed Clerk Glynn as a Village of Loami FOIA Officer.

Mayor Mann stated he has a proposal from T&T Construction to repair the roof at the Community Center for $14,650.00 and the roof on the Water Department Garagefor $3,670.00.Trustee Hamilton made a motion to accept the proposal from T&T Construction. Trustee Lewis seconded the motion. Vote taken, motion carries. Roll call - Hamilton – Aye, Holloway – Aye, Mann – Aye, McCann – Aye, Patterson – Aye, Lewis Aye. Nay – 0.

DEPARTMENT REPORTS:

PARKS – Trustee McCann had nothing to report.

WATER DEPARTMENT – Trustee Holloway stated the water department is doing good.

STREETS DEPARTMENT – Trustee Hamilton stated that some of the sidewalks need replaced. Trustee Patterson suggested a 50/50 program. After some discussion it was decided to repair a few sidewalks per year.

POLICE DEPARTMENT – Chief Workman presented his report to the board. A copy of that report is on file.

PERMITS – Mayor Patterson reported there wereno permits.

DELINQUENT BILLS – Trustee McCann reported 5 shut-offs 4 turned back on

PUBLIC SAFETY – Trustee Mann stated thenotices along with photos have been mailed to residents who are in violation of rubbish and importable vehicles, in hopes they will clean-up on clean-up day.

Trustee Mann made a motion to adjourn the regular meeting and go into executive session. Trustee Patterson seconded it. Vote taken, motion carries.

At 7:10PM the regular board meeting was opened back up. Clerk Glynn swore in newly appointed Treasurer Lewis.

With no further business at hand, Trustee Mann made a motion to adjourn the regular meeting. Trustee Hamilton seconded it. Vote taken, motion carries.

The next regular meeting will be at 6PM on Thursday, June 9th, 2016
