Present: Mayor Bob McVaugh; Trustees: RuthAnn Loveless, Russ Lura and Sean Nevison; Administrator Sean Graham; Village Treasurer MaryAnn Henderson; Police Chief Stassi; Fire Chief Jason Murray

Absent: Trustee Servedio

Public Present: None

Mayor McVaugh called the meeting to order at 1:02 p.m.

Approval of Agenda: Changes requested:

A motion was made by Trustee Loveless to approve the agenda as presented. The motion was seconded by Trustee Servedio and unanimously carried.

NEW BUSINESS

1.  Shane Palmer Resolution:

Resolution No. 35-2017

Full Time Utility Worker Position

Shane Palmer

WHEREAS, the Village Administrator has posted a vacant Utility Worker position for five days as stated in Article 25, Subsection 1, of the Labor Agreement; and

WHEREAS, the Village Administrator has also published notice of employment with the Village in the two official papers; and

WHEREAS, Village of Hamilton Municipal Utilities Commission (MUC) has accepted an application from Shane Palmer who currently works in the Department of Public Works (DPW) as a Motor Equipment Operator (MEO); and

WHEREAS, The MUC considers this applicant as a lateral transfer and recommends to the Village of Hamilton Board of Trustees (BOT) that they appoint Shane Palmer to fill the vacant Utility Worker position; now

THEREFORE BE IT RESOLVED, that the Village of Hamilton BOT approves the hiring of Mr. Shane Palmer as a Utility Worker; and

BE IT FURTHER RESOLVED, that his hourly rate of pay start at year four as found in the Labor Agreement, and the hourly rate as established is twenty four dollars and fourteen cents ($24.14) per hour; and

BE IT FURTHER RESOLVED, that he shall be in titled to the scheduled hourly rate increase of twenty four dollars and seventy four cents ($24.74) on June 1st 2017 as stated in the current Labor Agreement, including all benefits afforded the position; and

BE IT FURTHER RESOLVED, that all of his sick, vacation, personal and any other time accrued during his time with the DPW shall be transferred and available to him in this new position: and

BE IT FURTHER RESOLVED, that a ninety (90) day probation period be established as stated in the Labor Agreement under Article 30.

Carried: unanimously

2.  2017-2018 Budget:

a.  DPW trucks - $230,000.00

b.  Zoning Update/Books

c.  Police Department: A motion was made by Trustee Loveless, seconded by Trustee Nevison to enter into an executive session to discuss personnel matters at 2:50pm. The motion unanimously carried. A motion was made to exit the executive session at 3:12pm by Trustee Nevison, seconded by Trustee Loveless and unanimously carried.

d.  Fire Dept: Rope rescue-NFPA recommendations, hose replacement, turn out gear, ice suits, fire nozzle, rope reels, tires, and misc. safety items.

Adjournment

There being no further business to come before the Board, Trustee Lura made a motion to adjourn. The motion was seconded by Trustee Servedio and carried. The meeting adjourned at 5:35p.m.
