A Public hearing on the 2015 Water Project was opened at 7:00pm by President Pro-Temp Schaub. Manager Ostrander overviewed the proposed 2015 Water Infrastructure project and financial plan for the project. No Public Comments were received. The Public Hearing was closed at 7:04pm.

A regular meeting of the Breckenridge Village Council was called to order at 7:05 p.m. by President Pro-Temp Schaub at the Breckenridge Wheeler Area Fire Hall. The Pledge of Allegiance was recited.

Roll Call was taken by Clerk Suhr

Councilpersons Present: Chapin, Clapp,Schaub, Sterling.

Councilpersons Absent:Matthews, Zimmerman, Seeley

Staff Present: Manager Ostrander, Clerk Suhr, Chief Durham

-Motion by Councilperson Clapp, and seconded by Councilperson Chapinto approve the agenda. CARRIED.

-Motion by Councilperson Sterling, and seconded by CouncilpersonChapin to approve the consent agenda. CARRIED.

Committee/Board Reports were received.

No Public Comments Received.

OLD BUSINESS - N/A

NEW BUSINESS

-Motioned by Councilperson Clapp, seconded by Councilperson Sterling to approve the SAW Grant Payment Application in the amount of $4,735.16.CARRIED.

-Motioned by Councilperson Chapin, seconded by Councilperson Clapp to adopt resolution declaring official intent to reimburse project expenditures with bond proceeds and authorizing publication of notice of intent to issue bonds. . Roll Call Vote: Yeas: Sterling, Chapin, Clapp, Schaub. Nays: None CARRIED.

-Manager Ostrander shared the Village was pre-approved for a grant of $28,000 for an emergency snow plow truck from the USDA Community Facilities Program.

Public CommentsReceived.

- Jim Peck thanked the Village on behalf of the Masonic Lodge for the assistance with winter snow removal.

-Josh and Misty Adams introduced themselves as residents and wanted to attend the meeting to see what is happening around town and to get involved.

ANNOUNCEMENTS

-Linda Chapin announced the Historical Society received a $6,000 grant from the Gratiot Community Foundation to restore a 1936 player piano and a few other pieces of history at the Drake House.

-Annual Chamber dinner is Thursday March 26, 2015 with Tim Miller being honored as the Distinguished Citizen of the Year and entertainment from the Jazz Band.

-Pancake Breakfast by the Masonic Lodge at the Methodist Church, April 11 from 7am-10am.

-Thursday the 19th of March, Manager Ostrander was awarded the Manager of the Year award at the annual Michigan Rural Water Association (MRWA) conference in Traverse City.
