October 1, 2014
The Regular Meeting of the Board of Trustees was called to order by Mayor Petrie at 7:00 pm.
PRESENT: Mayor Petrie, Trustee McDonald, Trustee Chandler and Trustee King.
ABSENT: Trustee Hefner
Resolved by Trustee McDonald, seconded by Trustee Chandler to approve the Minutes from the September 17, 2014 Regular Meeting of the Board of Trustees.

MAYORS REPORT
Mayor Petrie reported that the Blasdell Volunteer Fire Company fundraiser is underway and that the monies raised purchase items for the Blasdell Volunteer Fire Department that are not covered by the Village of Blasdell budget. Mayor Petrie urged everyone to check the batteries in their smoke and carbon monoxide detectors.
Mayor Petrie was happy to announce that the test run of the Splash Pad, which isn’t quite finished, was met with rave reviews and that he can’t wait to see the children enjoy it next summer.
TRUSTEES REPORTS
TRUSTEE MCDONALD
Trustee McDonald thanked the taxpayers of the Village of Blasdell. Trustee McDonald stated that he had seen Senator Schumer on television announcing an air study near the site of the concrete pulverizing taking place in the City of Buffalo. Trustee McDonald stated that the Village of Blasdell needs an air quality study to see what kind of pollutants we are breathing in.
Trustee McDonald thanked the vendors and customers of the Blasdell Farmers Market for supporting the market.
Trustee McDonald reported that Blasdell Books is still going strong but that the doors on the kiosks will have to be changed out.
Trustee McDonald inquired as to what is happening with 3705 South Park Avenue.
TRUSTEE KING
Trustee King announced that the Annual Halloween Party will take place on Saturday, October 18th at Firemen’s Park and that reservations are due by October 10th by calling 822-1921. Trustee King asked that residents mark their calendars for Saturday, December 6th for the Annual Tree Lighting and Christmas Party.
TRUSTEE CHANDLER
Trustee Chandler welcomed Rick Daminski back to the Village of Blasdell Police Department. Trustee Chandler was happy to see the Splash Pad near completion and remarked on what a great asset it will be to the Village of Blasdell. Trustee Chandler reminded residents that the overnight parking will begin in 30 short days.

Resolved by Trustee McDonald, seconded by Trustee King to appoint Richard Daminski to the position of part-time Police Officer effective October 2, 2014.

Resolved by Trustee King, seconded by Trustee McDonald to authorize the Village Clerk Treasurer to advertise a Notice of No Parking on any Village street from November 1, 2014 through March 31, 2015 from the hours of 1:00 am to 6:00 am.

Resolved by Trustee McDonald, seconded by Trustee Chandler to establish Friday, October 31, 2014 as the official celebration of Halloween in the Village of Blasdell from 5:30 pm to 8:30 pm.

Resolved by Trustee Chandler, seconded by Trustee King to authorize the Mayor to execute the 2014/2015 Service Award Program Service Fee Agreement by and between the Village of Blasdell and Penflex, Inc. at a cost of $2,700.00.

Resolved by Trustee McDonald, seconded by Trustee King to authorize the Blasdell Volunteer Fire Company to hold their Annual Fund Drive.

Resolved by Trustee McDonald, seconded by Trustee King to award the Municipal Building Boiler Replacement Contract 14-2 to Parise Mechanical, Inc. in the amount of $64,600.00

Resolved by Trustee Chandler, seconded by Trustee King to authorize the Mayor to execute the Annual Software Support Agreement by and between the Village of Blasdell and Biel’s Information System in an amount not to exceed $3,700.00.

Resolved by Trustee Chandler, seconded by Trustee McDonald to adopt the following resolution:
Whereas: The Justice Court Assistance Program was established by the New York State Legislator as an ongoing vehicle by which the State can assist Towns and Villages in the operation of their Justice Courts;
Whereas: The maximum JCAP grant is $30,000 and there are no matching funds required by this application;
Whereas: The grant may be used for a variety of purposes, including but not limited to the acquisition of the following items as requested by the Blasdell Justice Court Office in order of priority:
1.) Lighting for the back entrance used by Court personnel at a cost of $2,250;
2.) Purchase and installation of three bulletproof resistant windows in Court Room at a cost of $5,395;
3.) A Court Office desk at a cost of $500;
4.) Two Court Office desk chairs at a cost of $122 each or a total cost of $244;
5.) A paper shredder at a cost of $184; and,
6.) Bookshelf at a cost of $113.
Whereas: The State of New York Unified Court System is entertaining applications for the Justice Court Assistance Program with an October 15, 2014 deadline;
Now Be It Resolved: That the Village Board of Blasdell does hereby authorize the Mayor and Village Justice to prepare, sign and if awarded, to be the official representative in connection with the application, providing any additional information, if required, and to fully comply with the execution of the contract;
NYS UNIFIED COURT SYSTEM JUSTICE COURT ASSISTANCE PROGRAM.

Resolved by Trustee King, seconded by Trustee Chandler to authorize a change order with Occhino Paving Corporation in the amount of $139,700.00 for the Removal and Replacement of the Tennis and Basketball Courts/ Installation of Pickle Ball Courts and all site work as included in drawings L-101, 201 and 301 (attached).
