POSITION DESCRIPTION

POSITION TITLE:GRANT AND TASK COORDINATOR

PURPOSE OF THE POSITION

The purpose of this position is to oversee the Federal Aviation Administration grant for the Village of Harwood Heights' Land Use and Airport Compatibility Plan (hereinafter “the Grant”); to ensure the Village meets all federal and state requirements for the Grant; to coordinate with consultants to ensure completion of tasks in the scope of work for the grant; and to coordinate office tasks, cross training and perform other Village duties as assigned including planning and scheduling of public meetings. Work under the direct orders of the Mayor or her designee.

ESSENTIAL FUNCTIONS

Must take necessary measures to ensure Village compliance with all federal and state requirements with respect to the Grant and ensure Village compliance with established local, state, and federal administrative and financial policies, procedures, and sound business practices.

Monitor all phases of Grant award, including preparation of reports on completion of tasks within the Grant scope of work.Maintain Grant records and ensure compliance with Grant accounting, audit, and recordkeeping requirements.Prepare or compile required reports, invoices, and Grant payment requests for submission to the FAA, at least quarterly and as needed.

Scheduleandcoordinate meetings with the Village Board, planning consultants and airport officials to facilitate completion of tasks within Grant scope of work.

Coordinate daily office tasks, cross training and perform other Village duties as assigned including planning and scheduling of public meetings.Arrange opportunities for public involvement during the planning process, as required.

Perform shift work and as assigned in a rotation of days, evenings, and nights, including weekends and holidays. Attendance at work is an essential function of this position as well as attendance at day and evening meetings when scheduled.

Perform a variety of routine technical and administrative work in support of day-to-day operational functions includingthe Planning & Development Department.

MINIMUM QUALIFICATIONS

Experience: At least an AA/AS degree or related coursework in Business Administration and at least 3 years administrative experience required.

This position is subject to the Drug-Free Workplace Act and the Village’s Drug and Alcohol Policy and all employees shall be drug and alcohol tested in the following instances: pre-employment; post-accident; random testing; suspicion based testing; return to duty testing and follow-up testing.

Must possess a valid driver’s license and operate a motor vehicle to assist in carrying out the business of the Village of Harwood Heights, and more specifically, the Planning & Development Department.

Possess excellent customer service skills, establish and maintain effective working relationships with other employees, elected and appointed officials, and all members of the general public and ability to coordinate tasks with office staff and schedules for Village Board members.

Must undergo and successfully complete a criminal background check.

Havinggeographic knowledge of the Village of Harwood Heights and its surrounding municipalities is helpful.

Maintain good moral character and have temperate and industrious habits and maintain a superior level of integrity and confidentiality.

Shall possess good computer skills in Excel, Word, Accessand Microsoft Office with good typing skills and must possess the ability to present information clearly and concisely.

Physical Ability and Sensory Requirements:

The employee must also be able to sit for long periods of time and be able to speak, write and hear accurately. The employee must also be able to use their hands to finger, handle, or operate machines, tools, or other objects. The employee must also be able to stand for long periods of time, squat or kneel for long periods of time.

Requires the ability to recognize and identify similarities and difference between characteristics or colors, shapes, sizes and sounds associated with job related objects, materials, tasks, and persons.

Salary is $44,000 based on experience. Wages for any duties pertaining to the FAA Grant are to be paid out of Grant funds and other Village duties from the Village’s corporate fund.
