Emergency Procedures for Hirers of the Victoria Hall
All Hirers of the Victoria Hall must identify a Designated Person who is responsible for people attending their event and for their safe evacuation in an emergency. This should be done even when the Hall Manager/Caretaker is on site.
The Designated Person should read and be familiar with these procedures. The priority must always be lives, rather than saving personal property and the building.
The Hall has a no smoking policy.
Responsibilities of the Designated Person
Before the Event
Become familiar with:
- The layout of the hall complex
- Fire exits and escape routes – fire exits are identified by green & white “running man” signs
- Fire fighting equipment (extinguishers/fire blanket in upstairs kitchen)
Ensure that
- Access to fire exits, escape routes and fire fighting equipment is not blocked
- Consideration is given to how vulnerable persons (children, the elderly and the disabled) would be evacuated.
At the start of the Event
Take a register of people present. If this is not practical, be aware of the number of people at the event.
Explain to those present:
- The no smoking policy
- Who will take control in the event of an emergency
- That in the event of power failure emergency escape lighting will come on.
- The location of fire exits (indicated by green & white running man signs) and escape routes
- The assembly point (The church garden onSheepcote Road)
During the Event
Ensure that:
- Fire exits and escape routes are not obstructed
- The no smoking policy is kept
- The number of people present does not exceed the maximum allowed
Room 1 150 persons Room 2 & 3 50 persons
- Any authorised naked flames (e.g. candles) are not near combustible material
- You are vigilant of any smells of burning or a gradual build up of smoke
- Vehicles do not obstruct fire exits

IN THE EVENT OF AN EMERGENCY
If the Hall Manager/ Caretaker is not on site or is not aware of the circumstances, the Designated Person should take command at the event.
- Take command. Give loud and clear instructions to immediately evacuate the building and gather at the Church garden onSheepcote Road (the Assembly Point)
- Inform the Hall Manager/Caretaker if he is on site
- If there is no personal risk, fire extinguishers may be used
- In the absence of the Hall Manager/Caretaker, a Designated Person should call the Emergency Services
The nearest public telephone is outside Pepe’s Piri Piri in Station Road

- Assist any persons who need help
- Check that all persons are accounted for
- No one should be allowed to re-enter the building unless authorised by a member of the Emergency Services
