CALL TO ORDER:An Informal Conference Committee of the Board was called to order at 9:00 a.m.

DISCUSSION:Dr. Coleman did not appear before the Committeein accordance with a Notice of Informal Conference dated December 5, 2006. Dr. Coleman wasnot represented by counsel. The Committee went forward with the hearing in Dr. Coleman’s absence and heard from the
complainants in each of the three cases.
CLOSED SESSION:On properly seconded motion by Dr. Siemering, the Special Conference Committee recessed Open Session and convened in Closed Session pursuant to §2.2-3711(A)(28) of the Code of Virginia for the purpose of deliberation to reach a decision in the matter regarding Sharon P. Coleman, DVM. Additionally, it was moved that Cynthia Gaines, Senior Adjudication Analyst, Administrative Proceedings Division, and Terri Behr, Administrative Specialistattend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the Committee in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the Committee reconvened in open session and announced its decision.
DECISION:Based on discussion of the cases withthe complainants and the nature of the charges, the Committee referred all three cases to be heard in a Formal Hearing before the full Board. The hearing adjourned at 10:00 a.m.

Additionally, it was moved that Cynthia Gaines, Administrative Proceedings Division, and Terri Behr, Administrative Specialist, Board of Veterinary Medicine, Board of Veterinary Medicine attend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the Committee in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the Committee reconvened in open session and announced its decision.
DECISION:Based on the Investigative Report and discussion of the case with Dr. the Committee dismissed the case. The hearing adjourned at 10:20a.m.

Additionally, it was moved that Cynthia Gaines, Senior Adjudication Analyst, Administrative Proceedings Division andTerri Behr, Administrative Specialist, Board of Veterinary Medicineattend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the Committee in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the Committee reconvened in open session and announced its decision.
DECISION:Based on theInvestigative Reportsanddiscussion of the cases with Dr. Fisher, the Committee made certain Findings of Fact and Conclusions of Law and ordered that Dr. Fisher obtain 3 hours of CE in record-keeping, 3 hours of internal medicine and 3 hours in ophthalmology and other terms and conditions. The hearing was adjourned at 1:00p.m.
As provided by law, this decision shall become a Final Order thirty days after service of such Order on Dr
Fisher unless a written request to the Board for a Formal Hearing on the allegations made against him is
received from Dr. Fisher within such time. If service of the order is made by mail, three additional days
shall be added to that period. Upon such timely request for a formal hearing, the decision of this conference
committee shall be vacated.

Additionally, it was moved that Cynthia Gaines, Senior Adjudication Analyst, Administrative Proceedings Division and Terri Behr, Administrative Specialist, Board of Veterinary Medicine attend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the Committee in its deliberations. CLOSED SESSION:On properly seconded motion by Dr. Siemering, the Special Conference Committee recessed Open Session and convened in Closed Session pursuant to §2.2-3711(A)(28) of the Code of Virginia for the purpose of deliberation to reach a decision in the matter regarding William L. Boyce, DVM. Additionally, it was moved that Cynthia Gaines, Senior Adjudication Analyst, Administrative Proceedings Division and Terri Behr, Administrative Specialist, Board of Veterinary Medicine attend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the Committee in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the Committee reconvened in open session and announced its decision.
DECISION:Based on the Investigative Reports and discussion of the cases with Dr. Boyce, the Committee made certain Findings of Fact and Conclusions of Law and ordered that Dr. Boyce be placed on probation and that his practice be subject to two unannounced inspections within 12 months with the inspector obtaining a random sample of ten of Dr. Boyce’s patient records with radiographs for review by the Committee. The hearing was adjourned at 6:00 p.m.

Boyce unless a written request to the Board for a Formal Hearing on the allegations made against him is
received from Dr.Boyce within such time. If service of the order is made by mail, three additional days
