II.  Review of October meeting with Veterans Affairs Committee

Goals:

o  Increasing the number of states in the Midwest that have a reciprocity agreement for endorsing occupational licensing from another state, specifically for EMT and Truck Drivers.

o  In addition, this focus on reciprocity may also result in expediting the process within individual states for service members to get an initial license from a state before and/or after they separate from the military.

Process:

o  MGA will work with DOD and DOL to bring together the directors of the departments of regulatory agencies within the 10 states in the Midwest to:

§  Discuss reciprocity and endorsement opportunities and challenges within and across the states for EMTs and Truck Drivers; and

§  Develop strategies to increase occupational licensing reciprocity and endorsement.

o  DOL, DOD, and MGA will do some further research and analysis of the following questions:

§  What is the demand for EMT and Truck Driver occupations within the Midwest? (MGA)

§  What are the licensing requirements within and across the 10 states in the MGA? (DOL)

§  How many service members returned to these 10 states and had a military occupation specialty of EMT and truck driver? (DOD)

§  How do the state licensing requirements align with the EMT and Truck Driver competencies being developed through the military’s training? (DOD)

§  What are the new energy economy jobs in the Midwest and how do they relate to military occupations? (MGA)

o  Other state reciprocity agreements to review and leverage:

§  A few states have agreed to endorse licenses for military spouses based on equivalency. For example, Colorado has created a waiver for the experience requirement and this may be applicable to address the license portability issue for all service members, not just spouses. Florida has an example of analysis regarding military reciprocity for EMTs.
