Why do we need to expand Deal ParochialCE Primary School?

Nationally and locally Primary school rolls have been growing as a consequence of increases in the birth rate and migration. Deal is no exception. New housing already occupied in the Town is adding to the population and the demand for school places. The forecast data outlined in the tables belowshows that fewer surplus places will be available in the Deal District over the coming years. This highlights the increasing demand for Primary school places. As pupil numbers have increased in Deal, some schools have restructured to enable additional pupils to be accommodated. Indeed this will happen in 2017 when Hornbeam Primary School will offer 30 additional Year R places, for one year, to ensure there is sufficient capacity. However, we are now at a point where pressures are becoming sustained and permanent expansion of school provision, rather than a temporary expansion, will be required.

Deal Parochial was judged as Good by Ofsted in 2013, and as outstanding in the National Society Statutory Inspection of Anglican and Methodist Schools Report (SIAMs) of March 2016. What exactly is being proposed?

Our forecasts show that there will be a need for the extra 1FE of provision in September 2018. Deal Parochial occupies a 2FE site and therefore we propose to expand the School to 2FE from that point. This will mean the construction of a new block of classrooms with the appropriate toilet and group rooms. We also intend to increase the size of associated facilities, as appropriate,in order to give the School the space to accommodate the increase in pupil numbers and staff. It is expected that the School will grow from the bottom up with 60 Year R places being offered from September 2018 and each year after that. Growing in this fashion will allow the School to plan the expansion and will support local pupils in accessing a local school.

How will the classes be organised?

As a 1FE school the pupils are taught in single age groups. It is expected that this will continue as the School grows. Having two classes in each year allows teachers to plan together and increasing the number of staff adds to the expertise available to support the pupils.

How will the revenue funding work?

The Local Authority has a funding formula which applies to all maintained schools. The vast majority of funding is directly linked to the number of pupils on roll, thus as the pupil numbers rise, so does the funding.

Traffic issues

The intention behind this proposal is to minimise travel distances by enabling children to attend a local school. This affords greater opportunity for families to make the journey by means other than car.The forecasts show that there will be a shortage ofPrimary school places within Deal. If pupils are unable to attend schools locally they will need to travel to a school further afield, placing greater pressures on the wider road network.

The Local Authority and the Governors at Deal ParochialCE Primary School are aware that the roads around the school site can become congested at drop off and pick up times and any expansion would further increase the traffic issues in the locality. With this in mind we have sought the views KCC’s Highways team. They have suggested that plans could include the expansion of the drop off and pick up point and extra staff parking. We will continue to consult with Highways throughout this process.

Are there any plans to show how this expansionwill be delivered on site?

A feasibility study will be completed over the next few weeks.This will identify how the expansion will be delivered on the site and from this draft plans will be drawn up. KCC’s Propertyteam will hold a pre-planning drop-in event at the School, where parents/carers, staff, governors, local residents and other interested parties will have an opportunity to view the plans, ask questions and make comments. This will enable the design team to take everyone’s views into consideration before submitting a planning application.

Will the School need to close during the building work?

No. Contractors will work with the School to ensure that works are scheduled to keep disruption to an absolute minimum. The building site will be a secure area to ensure the health and safety of the children, staff, parents and visitors to the School.

Consultation

This is the early stage of the consultation process and no final decisions have yet been made. This process is designed to establish the views of parents/carers, pupils, governors, staff and other interested parties.

A public meeting will be held at the Schoolon Monday6th February 2017starting at 5:15pmwhere you will have an opportunity to give your views. KCC officers and school staff and governors will be able to answer any questions you may have. An indicative timeline is set out below.

What happens next?

This consultation stage closes onMonday3rd March 2017. A report summarising the responses received will be submitted to the Cabinet Member for Education and Health Reform who will decide whether to proceed with the expansion.
