Vendors Subject to the Inspector General’s Investigation #2007-100
Ohio Department of Transportation

ODOT and several of its vendors were cited by the Inspector General for violating purchasing guidance and regulations under the IG’s Report # 2007-100 released in October of 2008. As part of ODOT’s attempt to address the IG’s concerns, ODOT instituted a program to suspend purchases from those companies referenced in the Report. A list of the companies referenced in the Report is attached to this Guidance.

ODOT is undertaking remedial steps to fulfill the recommendation of the Report. These steps are ongoing as of the date of this Guidance. Included in these remedial steps is a process to allow some of these vendors to perform corrective measures and be re-authorized to bid. Thus, for at least the next 90 days, you should reference the Purchasing website for an updated list prior to each purchase to determine if the vendor has been reauthorized.

Therefore, all ODOT purchasers are instructed as follows:


1) Review the Purchasing website ->

https://extranet.dot.state.oh.us/groups/purchasing/default.aspx to determine which of the vendors referenced in the IG report have been re-authorized or are unable to do business with the state;

2) If there are open purchase orders with any vendors on the “unable to bid” list, you are directed as follows:

A. If a purchase order is currently open with the vendor, you may continue to spend the balance.

i) You will not be able to add dollars - only cancel the remaining balance.

B. No additional quotes will be permitted with the vendors while they are on the list.

C. Paycard purchases will not be permitted.
