VBA IRM Directive No. 1.02.02Delegations of Authority

POLICY:
1. The Under Secretary for Benefits will periodically delegate specific authorities to the Director, Office of Information Technology (20M) for the conduct of daily operations. The Director, 20M, may delegate these authorities to Directors of 20M Services, Staffs, Benefits Delivery Centers, and Systems Development Centers or to other management officials. 20M Directors or management officials to whom authority is delegated may not redelegate any part of such authority unless specifically authorized to do so in the delegation.
2. Delegations will remain within the limitations of existing policies, directives, and regulations. Delegations will not preclude 20M Directors or management officials from carrying out responsibilities commensurate with authority inherent in their assigned positions.
3. Delegations will be communicated in writing unless emergency situations exist, in which case, oral delegations may be issued. The Executive Assistant (20M1) is delegated full authority to sign on behalf of the Director, 20M.
4. The Director, 20M, will establish appropriate handbooks to implement the procedures for these delegations within 20M.

PROPONENT ORGANIZATION: Any questions regarding this directive and its handbooks should be directed to the Executive Assistant (20M1), Office of Information Technology.
NOTICE: Delegations contained in handbooks with classification No. 1.02.02.HB# supersedes previous delegations. Place this directive in Part I of M20-4, behind Tab 1.0, Management and Administration.
IMPLEMENTATION DATE: Immediately upon receipt.
