VALLEY INVITATIONAL BASEBALL LEAGUE BYLAWS

The VIBL is an independent, non-profit organization comprised of high school teams from the Santa Clarita, San Fernando, and VenturaCounties. This league is not a developmental league, but a league for participants to play all kids that will be in their respected programs the following year. At no time will any graduated seniors be allowed to play in the VIBL.
Officials of the VIBL:
- League Commissioner: Ken Underwood
- Duties Include:
- Collecting Money from all teams.
- Setting up insurance for all teams
- Coordinating w/ umpire assignor to make sure all games are covered.
- Lining up all administrative meetings for the year.
- Making sure schedules and playoffs are organized for season beginning and end.
- President: Scott Muckey
- Will assist League Commissioner w/ organization of league.
- Will accept all ideas to be voted on by Board of Directors
- Will lead all meetings along w/ League Commissioner
- Will be contact regarding any necessary issues that arise
- Secretary: Jim Ozella
- Will handle all meeting set up and notes.
- Will establish meeting minutes for each meeting.
- Board of Directors: Casey Burrill, John Maggiora, Randy Thompson, Jared Snyder.
- Voting body along w/ Commissioner, VP and Secretary
- Will be present at Founders Meeting yearly to go over any new ideas or rule changes.
- Will vote on new teams entering league and any changes in format.
- Will contact teams for commitments into VIBL for summer.
- Will be contact for VIBL members for any concerns or questions
- Umpire Assignor: Scott Keene
- Assign all umpires for all games of the VIBL.
- Scheduler: All Board of Directors
- Set up schedule for all teams of VIBL.
- Set up Playoff brackets and schedule for both tournaments.
- Website Manger: WestRanchHigh School
- Organize and manage VIBL website.
I.Fees, Insurance, Umpires, Administrative Fee
- Fees will vary from season to season
- All fees for beginning of season will cover all costs to run the league.
- League fees include:
- Umpire fees.
- Insurance.
- All Star and Championship game site costs.
- Any administrative costs incurred throughout season.
- Umpire assignor fee.
- League Commissioner fee.
- Each team will pay a $100 dollar deposit.
- The deposit will be forfeited if:
- Change schedule after 1st week deadline.
- Forfeit a game.
- Failure to show up to Administrative Meetings.
- Team is dismissed from the league.
- If deposit is forfeited for any of these reasons and you are asked back into the league, another $100 deposit must be paid.
- This fee will carry over to the next season if none of the above occurs and $100 will be your deposit for the next summer.
- Number of Teams:
- Varies from season to season.
- Teams will be invited on a term that all By-Laws will be followed.
III.Scheduling
- All rescheduling of games need to be done by the 1st week of every season.
- Any games not rescheduled prior to the end of the 1st week will result in forfeiture of $100 Administrative fee.
- Administrative Meetings:
- The VIBL will conduct approximately (possibly more depending on the amount of teams) 4 meetings per year.
- Organizational Meeting (March)
- Setting up league for season.
- New team introductions
- All Teams will bring a $500 to this meeting to be accepted into league.
- Scheduling Meeting (May)
- Setting up schedule for entire season and coordinating with umpires for scheduling.
- All teams will bring $500 to this meeting to be allowed to receive their schedule
- Remainder of money for League Fees must be submitted prior to first League game or you will lose your $100 deposit.
- All Star Meeting (June)
- Selection of players for Annual All Star Game.
- If you do not show up to meeting no players from your team will be on All Star Team.
- Playoff Meeting (July)
- Set up brackets and seeding for VIBL Playoffs.
- All teams must be present for each meeting specified by the commissioner.
- If a team misses more than 1 meeting in a calendar year that team can be dismissed from the league for the following season and will lose their deposit.
V.Season
- The VIBL season will start on the Saturday of the CIF Championship or around that date.
- The season will consist of 20-25 games excluding the playoffs.
- Games will be played on Monday, Wednesday, Friday, and Saturday.
VI.Rules of VIBL
a. NFHS rules will be in effect for all games except for the rules listed below:
- All games will be 7 innings.
- If at the end of 7 innings there is a tie, the game will be played until there is a winner or umpire calls game because of darkness.
- If the game ends in a tie it will not be finished at a later date, the game will go as a ½ win and ½ loss for each team.
- There will be no 10 run rule in effect at anytime, all games will be played the full 7 innings.
- There will be no courtesy runners for any player on the field.
- Only 9 batters may be in a lineup at any time. (No extra hitters)
- Only 9 fielders may be on the field at any time. (No extra fielders)
- Home team will supply the baseballs for each game (5).
- Failure to follow any of these rules, you can be dismissed from the league.
- All home teams will have their field properly prepared for each game. (Of/Inf lined, Infield dragged and prepped etc.)
- All rule changes must be voted on by the Commissioner, VP, Secretary and Board of Directors.
VII.All Star Game
- Midseason of each VIBL season there will be an All Star Game at a location TBD each year.
- The selection of All Star participants will go in order of team current standings at that date.
- Each team will have a 25-man roster.
- The amount of players from each team will depend on the amount of teams in the league at that time. (Will vary from year to year)
VIII.Playoffs (TBD on Year)
- At the end of each VIBL season there will be a playoff to find out the overall champion of the VIBL.
- Playoffs will begin on the after League play ends.
- League Commissioner & Board of Directors will decide which format to use with input by members of League.
- Regional Style Option:
- Regional and Super Regional Style format usually including a play in game in the 1st Round.
- Playing into a Final Four Style Tournament.
- All Final Four Games will be held at Neutral Sites TBD.
- Championship Game will be held under lights at a site TBD based off availability of venues
