I hereby certify that I, <insert Principal’s Name> am committed to monitoring the fidelity of implementation of the requirements of the STAR Tutoring Program for 2016-2017.
· Assure the fidelity of implementation of the STAR Tutoring Program by the program facilitator and tutors according to the program guidelines.
· Utilize certified teachers employed by Volusia County Schools as tutors.
· Schedule tutoring at times that do not overlap contracted work time for employees.
· Establish a consistent schedule of tutoring two days per week (any variation must be submitted to the program coordinator and approved in advance by the Title I office).
· Ensure that parents of eligible Level 1 students are notified of the opportunity for free tutoring during the fall enrollment period.
· Schedule and monitor administration of the i-Ready Diagnostic Assessment or ALEKS Math Initial Knowledge Check prior to the onset of tutoring.
· Use the Diagnostic Assessment results to develop a Student Learning Plan for each student to be tutored and schedule a conference with the parent/guardian of each student prior to start of tutoring.
· Place students with tutors according to the recommended student/teacher ratios.
· Ensure that facilitators attend all district provided training.
· Ensure that facilitators provide training and communicate information to tutors.
· Ensure that students receive instruction for the full hour designated for tutoring.
· Establish safety and security plans for the period of afterschool tutoring, including procedures for supervision, communication, attendance, distribution of snacks, use of technology, severe weather, and dismissal.
· Locate tutoring sessions in classrooms in close proximity on campus to facilitate supervision and security of students and staff.
· Ensure that classroom spaces used for tutoring provide access to the technology required for program implementation.
· Ensure facilitator maintains accurate and timely attendance records.
· Ensure that facilitator and tutors maintain accurate timesheets for services related to STAR tutoring. Facilitator should maintain copies of timesheets submitted for payment.
· Ensure that facilitators and tutors maintain good attendance.
· Ensure that tutors provide evidence of planning for instruction and maintain required student data folders.
· Obtain the signature of the principal on all timesheets before submitting to Title I for payment.
· Utilize diagnostic and progress monitoring data to evaluate the effectiveness of the instruction provided by tutors.
· Store program records securely for Title I compliance requirements.
