In accordance with R746-405 of the Public Service Commission’s Rules, All West Communications, Inc. (“All West”) hereby files the original and five (5) copies of the following Revised Tariff Sheet of All West Communications, Inc. P.S.C.U. No. 1 Access Service Tariff on file with the Commission:
1. 10th Revised Sheet No. 208, canceling 9th Revised Sheet No. 208
This filing makes the following changes:
1. Decreases All West’s Switched Access Service End Office Local Switching Terminating Rate from $0.033554 to $0.1846500.
2. Increase the Switched Access Service Local Transport Termination Terminating Per access minute rate from $ $0.002202 to $0.00223400.
3. Increase the Switched Access Service Local Transport Local Transport Facility Per Mile Terminating Rate from $0.000424 to $0.00043000.
This filing is made in compliance with the Federal Communication Commission’s (FCC) Title 47: Telecommunication; Part 51-Interconnection; Subpart J-Transitional Access Service Pricing; §51.909 Transition of rate-of-return carrier access charges; Step 4.
FCC rules require National Exchange Carrier Association (“NECA”) members companies to adjust their capped interstate switched access rates for July 1, 2015. NECA has informed its member companies that pool election changes for the upcoming tariff year will increase rates by 1.454 percent. Around June 15, 2015 NECA will file with the FCC modified rates for interstate, intrastate terminating access rates (which will be in parity with interstate rates) and the required end office element rate step-down in accordance with FCC WC Docket No. 15-75.
As a result, NECA has adjusted both interstate and intrastate switched access rate levels for those companies with intrastate rates at parity with interstate rates and recalculated the end office rate step down and interstate switched access revenue for test period 2015-16 in the CAFF ICC data collection.
Other than noted above, this filing will not increase any rate or charge, cause the withdrawal of service, or conflict with other Tariff sections. This filing is revenue neutral for All West.
Pursuant to R746-405-2.E(3) All West requests an effective date for this filing of July 1, 2015, which is earlier than the thirty day notice period because July 1, 2015 is the deadline imposed by FCC Rules. If you have any questions concerning the above, please contact me at your convenience.
