I.Introduction
The Public Distribution System functions through a network of fair price shops. The procedure for issue of licenses or authorization to the FPS for distribution of essential commodities under the PDS shall be clearly laid down by the State Government. The license will clearly indicate the period for which the license is valid. The State government would also indicate the responsibilities and duties of the FPS owners which would inter-alia include.
(i)Sale of essential commodities as per the entitlement of ration card holders at the retail issue price fixed by the concerned State Government/UT Administration under the TPDS
(ii) Display of all information on a Notice Board at a prominent place in the shop regarding
(a) Number of APL, BPL and AAY beneficiaries,
(b) Entitlement of essential commodities,
(c) Scale of issue,
(d) Retail issue price
(e) Timings of opening and closing of the FPS,
(f) Stock of essential commodities received during the month,
(g) Opening and closing stock of essential commodities on each day,
(h) The authority for Redressal of grievances/lodging complaints with respect to quality and quantity of essential commodities under the TPDS, and
(i) Time /day of the week when citizens can inspect the books/stocks. The list of APL, BPL, AAY cardholders should be available for scrutiny.
The fair price shop owner will need to maintain records of ration card holders, stock registers, issue or sale registers, etc. as may be prescribed by the State Government. It would be binding on the FPS owner to allow inspection of these documents by the Gram Panchayats, Nagar Palikas, Vigilance Committees or any local citizen as the case may be on a day/time (two hours) notified for this purpose once every week.
The Fair Price Shop owner will display samples of food grains being supplied by the shop. The FPS owner will not retain ration cards after supply of essential commodities and shall provide relevant extracts of the records maintained by him on payment of prescribed fee as required under the Right to information Act, 2005. In the event of any practical difficulties to give copies, etc., facilities for inspection of records/samples/documents etc. shall be provided on an appointed day(s)/time at least one a week.
II.Objective – Fair Price Shop Automation
In the present system, beneficiaries are issued a paper based Ration Card under various categories like APL, BPL & AAY based on their economic status their entitlements commodities were issued based on manually signatures of FPS dealers. In this, it cannot be assured that the entitled beneficiary get his/her entitled commodity.
A FPS dealer can indulge in the following practices in the present manual system:
- Put signature in Ration Card booklet for the commodities not issued as issued.
- If the Ration Cards are mortgaged with FPS dealer and declare all commodities were issued to the beneficiaries.
- Can refuse commodity to beneficiary when Ration Card is not produced.
- Manual Stocks and Sales Register can be manipulated and kept intact without/without proper distribution of the commodities.
- Can avail next month allocation on subsidized rates and perform step 4 and show department as if the sales were made. This leads to the diversions of the food grains.
- Exact sales figures or details on who had actually lifted the commodity or whether the intended beneficiary lifted the entitled commodity or the exact stocks availability at FPS are not known. At the same time this information is not made available to the department in the manual FPS operations.
On automating Fair Prices Shops by using any suitable ICT based solutions the above issues can be gradually fixed by
- Providing electronic device to record, transmit the transactions made at the FPS shops and issue an acknowledgement to the beneficiary.
- Authenticating the beneficiaries and ensuring that the commodity issuance is made to the intended beneficiary.
Making the FPS dealer as a stake holder and responsible for the smooth operations of the FPS

Step 1 :
App shall be available for download ( which also includes bundled database and manual.
Step 2 :
When the App is installed on the PoS/Mobile device, an icon will be shown on the display and when any user clicks the same, application interface opens.
Process of initializing the App:-

On the App Home screen, Credentials of FPS dealer would be required. Initially login credentials shall be FPS ID and password based, which gradually shall be shifted to FPS ID and dealers’ biometric authentication)

Click on the login button to log-in the application.
Step 4:
After successfully login in the App, Beneficiary sale page is opened wherein FPS details are displayed as e.g.
1)FPS ID: As provided in credentials
2)FPS User Name: Data will be displayed according to Database
3)Village: Data will be displayed according to Database
4)Tehsil: Data will be displayed according to Database
5)District: Data will be displayed according to Database
IV. Sales Screen
Process of doing Sales transaction using App installed on PoS/Mobile terminal:-
Step 6:
To initiate the sales transaction, FPS dealer to enter Ration Card (RC) number in the box provided e.g.
Please Enter the RC Number / As provided in credentials.Step 7:
App willdisplay RC member details along with their Aadhaar nos. e.g.:

FPS dealer will select a member from the list and App will display the commodity entitled to the Ration Card holders.
Step 9:
FPS dealer enters quantity to be lifted by beneficiary and then cost calculation is performed.

Step 10:
Once FPS dealer clicks finish button, biometric authentication procedure initiates for the ration card holder and he/she places his/her finger on the scanner.
On successful/unsuccessful biometric authentication it proceeds to print receipt option, which will be provided to the beneficiary.

VI.Print Receipt
On click of print button, it displays a pop up to pair with a Bluetooth printer.
Show Paired Devices / Print / DisconnectClose
Click on show paired device it displays the paired device, on selecting the printer device it pairs with the App.
When FPS dealers click print option, a sale receipt is printed and issued to beneficiary. FPS dealer clicks on close for completing the transaction and move to new sale transaction page.
