PROGRAM BACKGROUND:

The USAID-funded Pakistan Reading Project (PRP), implemented by the International Rescue Committee and its partners, Creative Associates International, World Learning, and Institute of Rural Management, isworking with the objective to support the provincial and regional departments of education throughout Pakistan to improve the reading skills of children in grades one and two. The project aims to achieve this goal through three distinct but interrelated components that work in synergy to affect the quality of early grade education: improved classroom learning environment for reading, improved policies and systems for reading, and community based support for reading in Pakistan.

JOB SUMMARY:

The Finance Officerworks with the Finance Managerbased at the provincial office located in Gilgit, GB to ensure an efficient and effective processing of the financial documents. The Finance Officer will have a thorough knowledge of financial and administrative policies and procedures.

RESPONSIBILITIES:

  • Coordinate with banks and financial institution with regards to project activities.
  • Assist in closing of accounts and preparation of monthly expense report.
  • Ensuring internal control procedures are followed for all cash disbursements, receipts and transfers.
  • To be the contact person for all bank correspondences in the absence of Finance Manager
  • Monitoring cash usage and requirements and inform the Finance Manager
  • Assist the Finance Manager in identifying key issues and weakness in the system and provide recommendations for improving control processes or procedures
  • Review all the payments documents for proper coding and supporting documents.
  • Assist the Finance Manager during audit process and provide him the required information and record to present to auditors.
  • Keeping updated records of prepayments in respect to staff insurance, rents for all programs and their monthly amortization. Also keeping track of their utility bills and travel expenses.
  • Check and post monthly transactions into Excel spreadsheet and onward posting into the Quick Books accounting software. Ensure that all information in the spreadsheet is correct and complete.
  • Assist Finance Manager in doing monthly impress loading into Quick Books accounting software produce month and quarterly reports to be reviewed by the Director Finance & Operations.
  • Support the Finance Manager in distributing the travel claims to the participants of PRP workshops.
  • Perform other duties, as necessary and/or as requested.

QUALIFICATIONS

Education:

  • Master’s or Bachelor’s degree in Accounting, or Finance.Advanced Diploma in Accounting from College/Institutions preferred.

Work Experiences:

  • Minimum of three years of experience in a finance role.
  • Experience with an International NGO preferably with USAID.

Other:

  • Proficient in MS suite applications; significant experience in MS Excel, knowledge of Quick Books accounting packagewill be an added advantage.
  • The candidate should be matureand comfortable in a multi-cultural work environment,promote teamwork and able to handle pressure with professional grace.
  • Able to work independently, make decisions and exhibit flexibility.
  • Proficiency in English is required
