Fields & 50/70

Coral Shores and Founders Park are both not going to be available for use in regards to 50/70. The repairs and changes that are needed to get the fields in good working order won’t be able to be done in time to start our season.

Johnny made the motion to change the 50/70 division to the Majors division which would change the setting from 50/70 back to 40/60 which can be supported by Key Largo Park. The league ages will be 11 and 12. Chris seconded the motion and all were in favor.

Key Largo Park Field Repairs

North Field

Back stop fence on the 1st base side is loose. Foul ball safety net is torn and tattered. Sun shades over the dugouts are missing. There is a temporary fence along the 3rd base line and that temporary fence has screws sticking out and is a potential hazard to the kids. In the outfield there are lightbulbs missing in the big lights. The scoreboard is gone. Lights on the 1st base tower light are all out. 3rd base lights are missing either 3 or 4 bulbs

South Field

Backstop net needs replaced and reattached to poles. 3rd base light tower needs all bulbs replaced. Outfield light towers also need bulbs replaced. Scoreboard is there but it needs to be checked for function. Outfield fence needs to be put back up.

Concession

Danny contacted Kim from the YMCA to see if she would like to run the concession stand for the season. It would be a paid position. We would have to give her a 10-99 since we are a nonprofit organization we cannot have a technical employee. This topic is tabled for a future meeting.

Local Rules by Division

Johnny made the motion to remove the rule that coaches would be ejected from a game for the behavior of someone in the stands. Chris seconded the motion and all were in favor.

Treasurers Report

Board T-shirts should be in by January 17th. The previews of the logo for the shirts should be here by Friday January 12th. There is a check from November that is for the Little League District 8 dues that has not been cashed at this point and Liz is having a hard time finding a contact person. There are acutally two checks one from November and one from May (which is now stale dated by bank standards) neither check has been processed at this point. Liz is going to continue to try to get a hold of someone from the district office to see if she can find out where the checks are and what is going on with them.

Jenn made the motion to purchase extension cords that will be needed throughout the season. Melissa seconded the motion and all were in favor.

Storage Unit

Mike contacted Chris Sante who has agreed to donate a storage space at his storage unit in Tavernier at MM 92. It is a 8 x 40 storage unit. This would be the place where we could store folding tables that we have, equipment, and team bags.

Umpires (Herb)

There are about 8 people who currently umpire for Monroe County and that includes all of the high school games for Coral Shores and for Island Christian School. We are very short on people who will be able to umpire this season. We would like to ask Skip Braydeen to put a request out to the community requesting umpires on his Thursday night radio show, also ask Bill Kelly to put the same request out on his Friday night radio show.

Johnny made the motion to adjourn the meeting at 8:57 pm and Chris seconded the motion and all were in favor.

UPPER KEYS LITTLE LEAGUE RULES

January 1, 2018

  • All coaches are required to read their rule books
  • EACH TEAM MUST have a team CONCESSION MANAGER who COORDINATES to HAVE ONE ADULT representative from their team in the concession for THREE INNINGS of your games; the home team is responsible for the first three innings and shall be in the concession FIFTEEN MINUTESprior to the start of the game.
  • Visiting team is responsible for lining the field prior to the game.
  • HOME TEAM is the official book of record. Pitching records, which will include a PITCH COUNT for each pitcher will be kept by the home team on a separate supplied sheet and verified by the opposing coach after each inning, and signed at the end of the game to be kept in the concession.
  • Only rule infractions, not judgement calls may be discussed with the umpire. Arguing or other unsportsmanlike conduct by players or coaches is prohibited. This includes unacceptable actions toward the umpires, verbal or physical threats. Such conduct will result in the ejection from the game and will automatically carry an additional consequence. FIRST ejection = one game suspension, SECOND = two game suspension, THIRD = season long suspension. If a coach is ejected and he or she coaches two teams they are suspended for both teams that he or she coaches.
  • All decisions made by the game umpire shall be final and not subject to protest. Appeals may be made during the game in accordance with Little League Rules.
  • All players on your roster must be listed on your lineup card, noting the players that are absent. If you have lost a player due to injury or any other reason you must contact the Player Agent immediately.
  • Teams shall clean the dugouts after their game. Don’t leave the mess for the next team.
  • The only acceptable reason to cancel or reschedule a game is if you have less than nine players. To do this you must contact the commissioner of your league 24 hours before game time, the head umpire and the opposing coach. If you fail to do this your game will be considered a forfeit.
  • SLIDE OR AVOID CONTACT: penalty for not doing this is the player will be called out. If in the judgment of the umpire the contact was intentional, the player will be ejected from the game. FIRST ejection = one game suspension, SECOND = two game suspension, THIRD = season long suspension.
  • EACH TEAM IS PERMITTED 10 MINUTES PRIOR TO GAME TIME FOR INFIELD/OUTFIELD PRACTICE.

T-BALL:

  • Time Limit shall be 60 minutes and or 3 innings whichever comes first.
  • Bat the roster.
  • Ball must be hit off of a tee at all times.
  • Everyone plays the field.
  • Bats must be 26” or less and be the US approved bats specifically for T-Ball.
  • If a player is tagged out then he or she must return back to the dugout.
  • Coaches must use the T-Ball approved game balls given to them at the beginning of the season for games.
  • Ground Rule Double applies in T-Ball

ROOKIES/COACH PITCH:

TEACH POSITIONS & NOT WINNING; COACHES ARE ENCOURAGED TO MOVE PLAYERS AROUND TO DIFFERENT POSITIONS. OPTION TO BALANCE TEAMS AT START OF GAME. IF TEAM A HAS 8 AND TEAM B HAS 12, TEAM B CAN LOAN PLAYERS TO TEAM A.

  • Time limit shall be two hours or 5 innings. No new inning shall start after two hours.
  • 5 Run Rule for the first 5 innings only. (Maximum # of runs to be scored by a team in each half inning before changing at bats). In the sixth inning unlimited number of runs can be scored.
  • The Mercy Rule is in effect for the Rookie Division, if one team is ahead by 10 runs at the end of the 4th inning they will end.
  • Runner shall attempt to advance only one base on an overthrow unless an attempt at a put out is made after the initial overthrow.
  • The ball is in play until called dead by the umpire. The object is not to have a run rabbit run situation every time the ball is put in play.
  • Batter will get 5 pitches each time they are up to bat unless the 5th pitch is a foul and at that time they will continue to receive pitches.
  • Coaches/Volunteers will pitch overhand to the batter.
  • Bat the roster.
  • All kids play the field. Only one catcher, one Pitcher, one first baseman, one second baseman, one Shortstop, and one Third baseman. All extra players play in the outfield.

MINORS/KID PITCH:

  • Time limit shall be two and half hours or 6 innings. No new inning shall start after two and a half hours.
  • 5 Run Rule for the first 5 innings only. (Maximum number of runs to be scored by a team in each half inning before changing at bats). In the sixth inning unlimited number of runs can be scored by each team.
  • Bat 9 players.
  • Substitution of players is without limitation so as to encourage maximum game play for all players. Coaches are responsible for making sure mandatory play is followed.

MAJORS:

  • Time limit shall be two and a half hours or 6 innings. No new inning shall start after two and a half hours.
  • After the 4th inning the 10 run Mercy Rule applies in the Majors division.
  • Bat 9 players.
  • Substitution of players is without limitation so as to encourage maximum game play for all players. Coaches are responsible for making sure mandatory play is followed.

MINOR/MAJOR SOFTBALL:

  • No New Inning starts past 2 hours.
  • 5 Run Rule for the first 5 innings only. (Maximum number of runs to be scored by a team in each half inning before changing at bats). In the sixth inning unlimited number of runs can be scored by each team.

SENIOR SOFTBALL:

  • No New Inning starts past 2 hours 30 minutes.
