Draft parking standards were endorsed by Cabinet on 15th January 2018. Public consultation on this guidance is due to take place in Spring 2018 and therefore, although they amount to a material consideration, officers afford the standards limited weight. The guidance emerged at a late stage in the evaluation of these applications, nevertheless Officers are satisfied that parking comments in the reports represent a sound basis for decision making.

The application has been submitted on the basis of 69% of the proposed extra care units being affordable. The applicant has however requested some flexibility in the exact proportion of affordable units to be provided. It is the applicant’s intention to provide as much affordable housing as possible; however, given the S106 contributions and the unknown amount of HCA grant funding, the exact percentage of affordable housing is unknown. The applicant has however confirmed that it would be well above the 35% requirement of Policy CS.18, but at this stage it is unknown whether it would be above or below the 69% identified within the application documents and Committee report.
