Unofficial Minutes of the Upsala City Council

April 6th, 2015

Members Present: Mayor Rollie Johnson, Robert Maciej, Brian Lange, Joan Olson, Dennis Westrich.City Clerk/Treasurer Reva Mische.

The City Council meeting was called to order at 7:00 pm at Upsala City Hall by Mayor Rollie Johnson.

Motion made by Council Member Robert Maciej and seconded by Council Member Brian Lange to accept the minutes from the March 2nd, 2015Regular City Council Meeting. Motion carried unanimously.

Motion made by Council Member Joan Olson and seconded by Council Member Robert Maciej to accept the agenda with the addition of a discussion about water heater, speed limit signs, clean up, and tree removal. Motion carried unanimously.

Guests and Presentations:

Scott Hedlund of SEH was present to discuss updates and plans for the Walnut Avenue Improvement Construction.

Department Reports:

Maintenance Report (Frank Koopmeiners)

  • Frank Koopmeiners confirmed renewal of MPCA permit

Fire Department Report (Lange)

  • Minutes were presented to the City Council

Planning Commission (Lange)

  • No Meeting

Upsala Community Development Commission (Olson)

  • No Meeting

Recreation Board

  • Meeting Planned for last week in April

Unfinished Business:

Audit has been postponed until City Clerk/Treasurer Reva Mische returns.

The City Council discussed need for flashing speed limit signs and increased enforcement along Highway 238. It will be around June when one will be available for rent from the City of Pierz, otherwise purchasing one will cost around $2,800.

The computer hard drive has been restored.

New Business:

Motion made by Council Member Robert Maciej and seconded by Council Member Brian Lange to renew the Minnesota Rural Water Association Membership for 2015. Motion carried unanimously.

There was brief discussion about Go-Karts in city limits. According to the City Ordinance, Go-karts are not allowed within city limits. The County Sherriff will be contacted if use continues.

The City will clean up by Walnut Ridge Townhomes and will wait to see what gets put up for landscaping.

Minnesota Power will be contacted about dead tree by 211 Johnson Street.

Financial Report:

Motion made by Council Member Robert Maciej and seconded by Council Member Joan Olson to approve the bills in the amount of $45,234.89. Motion carried unanimously.

Updates/FYI:

Spring Leaf and Lawn Clean Up is Scheduled for May 8th

City-Wide Clean Up is Scheduled for June 6th from 8:00 am to Noon at the Recreation Building.

Next City Council Meeting Scheduled for Monday, May 4th, 2015 at 7pm.

Motion made by Council Member Dennis Westrich and seconded by Council Member Brian Lange to adjourn the City Council Meeting at 8:45 pm.
