A RESOLUTION adjourning the Senate in loving memory and honor of the late Bertram Robert H. Stivers.

It is with heavy hearts that we pause in deepest respect to pay homage and tribute to the late Bertram Robert H. Stivers, and stand in silent reverence for his soul.

WHEREAS, Bertram Robert H. Stivers was born on January 24, 1922, in Fort Morgan, Alabama, to Franklin and Louise Burchell Stivers; and

WHEREAS, Mr. Stivers graduated from Clay County High School in 1940, enrolling in Sue Bennett College before transferring to Union College, and in 1941, he enlisted in the United States Air Force, participating in World War II and receiving an honorable discharge in 1947; and

WHEREAS, Bertram Robert H. Stivers received his Juris Doctor degree from the University of Louisville Law School in 1952; and

WHEREAS, Mr. Stivers began his legal career as a law clerk for the Kentucky Court of Appeals, and went on to become an Assistant United States District Attorney for the Eastern District of Kentucky; and

WHEREAS, Mr. Stivers continued his stellar legal career as Special Commissioner for the Kentucky Court of Appeals and as a member of the Kentucky Crime Commission, the Kentucky Corrections Commission, and the Kentucky Bar Association Ethics Commission; and

WHEREAS, Mr. Stivers also was a member of the Alcoholic Beverage Control Board, Assistant Director of the Kentucky Bar Association, President of Sue Bennett College Alumni Association, and Chairman of the Advisory Board for the Laurel Creek Health Care Center, and, in 1987, was elected to the position of Commonwealth's Attorney for the 41st Judicial District; and

WHEREAS, Mr. Stivers also served his community as a member of the Greenbriar Presbyterian Church in Manchester, Kentucky and as a member of the Disabled American Veterans Chapter 137; and

WHEREAS, Bertram Robert H. Stivers is survived by his loving wife of 57 years, Joan Marjorie Koch Stivers; two sons, Franklin Atwood Stivers, J.D., of London and Senator Robert Stivers, J.D., of Manchester; two daughters, Louise Scott, M.A., of Fayette, Iowa, and Mary Elizabeth Stivers, Ph.D., of Vista, California; one brother, Killier P. Stivers of Knoxville, Tennessee; a sister, Sophie Stivers Bowling of Richmond; and eight grandchildren; and

WHEREAS, it is a rare gift for a community to be blessed with an individual of impeccable character, devotion to family, and dedication to the cause of jurisprudence;

NOW, THEREFORE,

Be it resolved by the Senate of the General Assembly of the Commonwealth of Kentucky:

Section 1. The Senate does hereby express its sense of deep sorrow upon the passing of Bertram Robert H. Stivers, and extends to his family and friends its heartfelt sympathy.

Section 2. When the Senate adjourns this day, it does so in loving memory and honor of the late Bertram Robert H. Stivers.

Section 3. The Clerk of the Senate is hereby directed to transmit seven copies of this Resolution to Senator Robert Stivers, 207 Main Street, Manchester, Kentucky 40962.
