A RESOLUTION recognizing and adjourning the House of Representatives in honor of Chester A. Higgins, Sr.

WHEREAS, Chester A. Higgins, Sr. was born on May 1, 1917, and attended Louisa M. Alcott Elementary School, Chicago, Illinois; Dunbar High School, Lexington, Kentucky; Kentucky State College, Frankfort, Kentucky; Louisville Municipal College, Louisville, Kentucky; and the University of Louisville, Louisville, Kentucky; and

WHEREAS, Chester A. Higgins, Sr. has lived a full and complete life with many and varied experiences, from his work as farm help, dishwasher, busboy, waiter, short-order cook, and assistant chef, to his foreign and domestic service in the United States Army during World War II in various capacities including: Sergeant, Drill Sergeant, Bugler, Reconnaissance Sergeant, Rations Sergeant, Weapons Sergeant, Assistant Supply Sergeant, and Motor Pool Sergeant, having been honorably discharged after attaining the rank of Corporal; and

WHEREAS, Chester A. Higgins, Sr. has utilized his natural talent for the spoken language in his capacities as International Organizer, United Electrical, Radio & Machine Workers of America; as Salesman for the Mammoth Life & Accident Insurance Company, Louisville, Kentucky; as Salesman for the Great Lakes Mutual Life Insurance Company, Detroit, Michigan; as Salesman for Diggs' Metropolitan Mutual Life Insurance Company, Detroit, Michigan; and as a consultant with C. Delores Tucker; and

WHEREAS, Chester A. Higgins, Sr. has utilized his natural talent for the written language in his capacities as Reporter for the Louisville Defender Newspaper, Louisville, Kentucky; as Executive Secretary, National Negro Labor Council, Louisville, Kentucky; as Rewriter, Reporter, City Editor, Feature Editor, and Editor of the Pittsburgh Courier; as Managing Editor of the Star Journal; as Managing Editor of Ecorse; as Associate Editor and Senior Editor of the nationally recognized Jet Magazine; as Senior Editor of the nationally recognized Black Stars Magazine; and as Contributing Editor of the nationally recognized Ebony Magazine and Tan Magazine; and

WHEREAS, Chester A. Higgins, Sr. has distinguished himself as a college instructor at Malcolm X College, Chicago, Illinois; as a Lecturer at the Center for Urban Affairs, Michigan State University, East Lansing, Michigan; and as an active participant in the 1969 Soul Music Preservation Conference, the United States Virgin Islands; and

WHEREAS, Chester A. Higgins, Sr. has received awards, citations, and commendations, and is responsible for news and entertainment reports, feature and cover stories, and other writings and public panel discussions too numerous to list; and

WHEREAS, Chester A. Higgins, Sr. has tirelessly devoted his time and served as Special Assistant to Benjamin L. Hooks, the first Black Commissioner of the Federal Communications Commission; as Vice-Chairman on the Committee for Commemoration of the Birthday of Dr. Martin Luther King, Jr.; and as an officer and member of many committees, clubs, and boards, including the Capitol Press Club; National Press Club; National Broadcasters Club; National Academy of Television Arts & Sciences; Dean of the School of Communications Search Committee, Howard University; Project Build, Voice Of Informed Community Expression (VOICE) of Washington, D.C.; Young Men's Christian Association of Washington, D.C.; and People United To Save Humanity (PUSH);

NOW, THEREFORE,

Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:

Section 1. This honorable body does hereby honor and express its sincere appreciation to Chester A. Higgins, Sr. for his diligent devotion to the art of the English language.

Section 2. This august association does hereby recognize Chester A. Higgins, Sr. for his immeasurable contributions to the Commonwealth of Kentucky as a prolific orator and writer, while exemplifying the dedication, professionalism, and high standards that so many individuals seek, but so few accomplish.

Section 3. This venerable institution does hereby wish for Chester A. Higgins, Sr. success in all future endeavors and a speedy recovery.

Section 4. When the House of Representatives adjourns this day, it does so in honor of Chester A. Higgins, Sr.
