A RESOLUTION adjourning the House of Representatives in loving memory and honor of Gordon F. Mullins.

With deepest respect and admiration, we pay homage and tribute to our friend and colleague, Gordon F. Mullins, and we pause in silent reverence for his soul.

WHEREAS, Gordon F. Mullins was born on May 28, 1939, a native of Williamstown, Grant County, Kentucky, and he traversed these earthly bounds on March 13, 2003; and

WHEREAS, Gordon F. Mullins was the loving son of the late R. Lester and Marion "Mernie" Blanchett Mullins; he was the devoted husband of the late Jacqueline Ruth Griffith Mullins; he was the adored father of a daughter, Rebecca Barrett Mullins, and a son, Gordon Todd Mullins; he was the father-in-law of Tracy Mullins, and he was the adoring and proud grandfather of Jacqueline Marie Mullins; and he also leaves behind a loving brother, R. Lorin Mullins of Franklin, and many other loving relatives and friends; and

WHEREAS, Gordon F. Mullins was a graduate of Williamstown High School and the University of Kentucky, where he earned both undergraduate and graduate degrees; and

WHEREAS, Gordon F. Mullins was a devout and active member of the Southern Hills Methodist Church in Lexington, where he served as a Stephen Minister, counseling and nurturing people in need; and

WHEREAS, Gordon F. Mullins was a dedicated public servant in the truest sense of the word, and he served in many leadership positions during his career; he served as the first Director of the Northern Kentucky Area Development District, and he was the Assistant Director of the Buffalo Trace Area Development District; he served as a Division Director of the Lexington-Fayette County Planning Commission, a Division Director of the Kentucky Department for Local Government, and as a Community Planner for the Commonwealth of Kentucky; and

WHEREAS, our friend and colleague, Gordon F. Mullins, was employed by the Legislative Research Commission for 16 years, and during his tenure, he was active in the National Conference of State Legislatures and the Southern Legislative Conference; he served as a legislative analyst for the Counties and Special Districts Committee, as Committee Staff administrator for the Interim Joint Committee on Economic Development, and at the time of his retirement in 1997, he was Associate Director of the Legislative Research Commission; and, through the years, his expertise and broad knowledge of local and state government was reflected in the leadership and bill drafting skills he demonstrated while working for the Kentucky General Assembly; and

WHEREAS, the passing of Gordon F. Mullins has left a void that cannot be filled, and he is mourned across the length and breadth of the Commonwealth;

NOW, THEREFORE,

Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:

Section 1. The House of Representatives does hereby express its profound sense of sorrow at the passing of our colleague and friend, Gordon F. Mullins. He was an honorable and compassionate man who exemplified high moral principles and integrity, and he will be sorely missed by all who had the good fortune of knowing him.

Section 2. When the House of Representatives adjourns this day, it does so in loving memory and honor of Gordon F. Mullins.

Section 3. The Clerk of the House of Representatives is hereby directed to transmit copies of this Resolution to Ms. Rebecca Mullins, 3437 Birkenhead Drive, Lexington, Kentucky 40503; and to Mr. Todd Mullins, 2716 Ella Rae Court, Lexington, Kentucky 40511.
