A RESOLUTION adjourning the House of Representatives in loving memory and honor of William S. Wester.

With deepest respect and admiration, we pay homage and tribute to William S. Wester, and we pause in silent reverence for his soul.

WHEREAS, William S. Wester was born on July 2, 1932, a native of Middlesboro, Bell County, Kentucky, and he traversed these earthly bounds on July 13, 2002; and

WHEREAS, William S. Wester was the loving son of the late Daniel Cooper and Leora Johnson Wester; he was the devoted husband of Paula Wester; he was the loving father of two sons, Cooper Wester of Coeur d' Alene, Idaho, and Stuart Wester of Lexington, and a daughter, Carolyn Wester of San Francisco, California; and he also leaves behind a loving sister, Betty W. Smith of Arlington, Texas, and two loving brothers, Lawrence R. Wester of Lady Lake, Florida, and Daniel C. Wester III of Fairfax, Virginia; and

WHEREAS, William S. Wester graduated from the University of Kentucky in 1958 with an A.B. degree in Political Science, after which time he became Principal Budget Analyst for the Department of Finance; from 1961-1964 he served as Executive Assistant to the Commissioner of the State Department of Health; from 1964-1968 he served as Deputy Commissioner for Administration for the State Department of Health; from 1961-1968 he served as legislative aide to two Governors during sessions of the General Assembly; from 1968-1969 he was Assistant Director of the Legislative Research Commission; from 1969-1971 he was Executive Assistant to Lt. Governor Wendell H. Ford; from 1971-1974 he served as Chief Administrative Assistant to Governor Wendell H. Ford; from 1975-1977 he served as Administrative Assistant to United States Senator Wendell H. Ford; from 1977-1979 he was the Executive Director of the Democratic Senatorial Campaign Committee; and in 1979 he formed Wester and Associates, a Lexington-based public and governmental relations firm; and

WHEREAS, William S. Wester demonstrated his great leadership abilities throughout his life, he will nonetheless be best remembered for the friendships he made and sustained through the years, and for his contribution to the successful Democratic political campaigns of Walter D. Huddleston, Wendell H. Ford, John Y. Brown, Paul Patton, and Scotty Baesler; and

WHEREAS, the passing of William S. Wester has left a void that cannot be filled, and he is mourned across the length and breadth of the Commonwealth;

NOW, THEREFORE,

Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:

Section 1. The House of Representatives does hereby express its profound sense of sorrow upon the passing of William S. Wester, and extends to his family and many friends its most heartfelt sympathy.

Section 2. The passion, dedication, intelligence, and social consciousness that William S. Wester brought to the Commonwealth of Kentucky will never be forgotten, and his influence will continue through all the lives he touched.

Section 3. When the House of Representatives adjourns this day, it does so in loving memory and honor of William S. Wester.

Section 4. The Clerk of the House of Representatives is hereby directed to transmit a copy of this Resolution to Mrs. Paula Wester, 440 Andover Drive, Lexington, Kentucky 40502.
