A RESOLUTION honoring Phillip Huddleston, a man for all seasons, on the occasion of his retirement from the Legislative Research Commission.

WHEREAS, on December 16, 1980, Phillip Huddleston began his career at the Legislative Research Commission as a legislative analyst for the Program Review and Investigations Committee coming from the Cabinet for Human Resources; and

WHEREAS, Phillip Huddleston quickly proved his resourcefulness, intelligence, and tenacity and was instrumental in the creation of the Legislative Research Commission Constituent Services Office, a nonpartisan office designed to be a clearinghouse for questions from the legislators' constituents and serving as Assistant Director for Constituent Services; and

WHEREAS, the Constituent Services Office was the first nonpartisan office of its kind in the United States and remains this day very unique among state legislatures; and

WHEREAS, the Constituent Services Office assisted the citizens of the Commonwealth of Kentucky in a multitude of different ways ranging from helping to solve disputes among neighbors to assisting with the coordination of lifesaving government services; and

WHEREAS, during changing times in the General Assembly, Phillip Huddleston became Chief of Staff for the President of the Senate and was also instrumental in maintaining the nonpartisan staffing structure for the Legislative Research Commission which is also very rare in the whole of the United States; and

WHEREAS, at the beginning of the current millennium, Phillip Huddleston once again lent his services to the Legislative Research Commission and became Assistant Director for Legislative Services in the Office of the Director; and

WHEREAS, Phillip Huddleston has approached every job assignment during his tenure with the Legislative Research Commission with generosity of self, good humor, and tireless dedication, earning him the respect and affection of the legislators on both sides of the aisle, in the Senate and in the House of Representatives; and

WHEREAS, like his close friend and mentor, Vic Hellard, Phillip Huddleston was motivated to serve the General Assembly because he believes that public service is an honorable profession and that the Legislative Branch truly reflects the interests of the citizens of the Commonwealth; and

WHEREAS, through many diverse assignments at the Legislative Research Commission, Phillip Huddleston has proven his love for the legislative branch of state government and has proven himself a true friend to all members of the General Assembly and has proven himself to be the epitome of a "public servant"; and

WHEREAS, the institution of the legislative branch of Kentucky state government, now truly a co-equal branch of government, owes a tremendous debt to Phillip Huddleston, whose utter and selfless commitment to the legislative branch played a critical role in allowing its continued development and growth over more than a quarter of a century; and

WHEREAS, Phillip Huddleston is preparing to retire from the Legislative Research Commission;

NOW, THEREFORE,

Be it resolved by the Senate of the General Assembly of the Commonwealth of Kentucky:

Section 1. The Senate does hereby congratulate Phillip Huddleston on the event of his imminent retirement and extends its best wishes for him for now and for the future.

Section 2. The Senate does hereby thank Phillip Huddleston for his 22 years of sterling service to the Legislature, and to the citizens of the Commonwealth of Kentucky and affirms that this man for all seasons has performed his duties in the best form possible.

Section 3. The Senate affirms that Phillip Huddleston will be sorely missed by legislators and staff alike.

Section 4. The Clerk of the Senate is directed to transmit a copy of this Resolution to Phillip Huddleston, Room 301 of the State Capitol Building, Frankfort, Kentucky 40601.
