Family Engagement Policy

Purpose: At University Park Creative Arts Elementary, we believe parents are partners in ensuring their child’s social, emotional and academic success. Therefore, the school has partnered with parents to establish a plan which promotes and encourages active family participation. Title I Funds will be utilized in support of this Family Engagement Program.

Part 1: GENERAL EXPECTATIONS

University Park Creative Arts Elementary agrees to implement the following requirements:

A.  The school will work to ensure the required school level parental involvement policies meet the requirements of Title I and each include, as a component, a school parent compact. (Title I Component 6)

B.  The school will notify parents of the Family Engagement Policy in an understandable and clear manner, and delivered in a language, to the extent practical and possible, that parents can understand. The policy will be made available to the local community and updated periodically to meet the changing needs of parents and the school. (Title I Components 1, 6, & 10)

C.  In carrying out the Title I parental involvement requirements, to the extent practical, the school will provide full opportunities for the participation of parents with limited English proficiency and other needs.

D.  If the program plan for Title I is not satisfactory to the parents of participating children, the school will submit any parent comments with the plan when the school submits the plan to the local educational agency/school district. (Title I Components 1, 3, 6, & 10)

E.  The school will inform and involve the parents of children served in Title I schools in decisions regarding how Title I funds are utilized for parental involvement. (Title I Components 1, 2, 6, 9, & 10)

F.  The school will build parents’ capacity for strong parental involvement, in order to ensure effective involvement of parents and to support a partnership among the school, parents, and the community to improve student academic achievement. (Title I Components 1, 2, 6, 9, & 10)

G.  The school will provide other reasonable support for parental involvement activities as the parents may request at anytime, before, during or after school hours. (Title I Components 6, 7, & 9)

H.  The school will be governed by the following statutory definition of parental involvement, and will carry out programs, activities, and procedures in accordance with this definition:

Parental Involvement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including and ensuring… (Title I Components 2, 6, 7, 9, & 10)

A.  parents play an integral role in assisting their child’s learning;

B.  parents are encouraged to be actively involved in their child’s education at school;

C.  parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child; and other activities are carried out that promote parental involvement.

PART II: DESCRIPTION OF HOW SCHOOLS WILL IMPLEMENT REQUIRED

SCHOOL PARENTAL INVOLVEMENT POLICY COMPONENTS

1.  University Park Creative Arts Elementary will take the following actions to involve parents in the joint development of its Family Engagement plan under Title I. ((Title I Component 1, 2, 3,4, 6, 8, & 10)

A.  September 7, 2012- School Leadership Team Meeting

B.  September 17, 2012 - School Leadership Team Meeting

C.  September 24, 2012 – School Leadership Team Meeting

D.  Bi-monthly Meetings - School Leadership Team Meeting

2.  University Park Creative Arts Elementary will take the following actions to involve parents in the process of school review and improvement under Title I. (Components 1, 2, 6, & 10)

A.  Parent Involvement of School Improvement Plan

B.  Provide opportunities for parents to attend meetings or workshops during flexible times.

C.  Encourage parents to serve as active members on our School Leadership Team.

3.  University Park Creative Arts Elementary will hold an annual meeting to inform parents of the school’s participation in Title I and the right of parents to be involved. The school will convene the meeting at a time convenient for parents and will offer a flexible number of additional parental involvement meetings, such as in the morning or evening, so that as many parents as possible are able to attend. The school will invite all parents of children participating in Title I program to this meeting, and will encourage them to attend, by (Title I Components 2, 6, & 10)

A.  Using Connect 5 to inform parents of upcoming events

B.  Promoting events via newsletters, flyers, WUPA, or other forms of written communication

4.  University Park Creative Arts Elementary provides parents with information in a timely manner about Title I programs that includes a description and explanation of the school’s curriculum, the forms of academic assessment used to measure children’s progress, and the proficiency levels students are expected to meet through the following events: (title I Components 2, 6, & 9)

A.  Annual Title I Meeting/PTA/Curriculum Night

B.  School Leadership Team Meeting

C.  IEP Meetings

D.  Intervention Team Meetings

E.  Parent-Teacher Conferences

F.  Reading Night Out

G.  Parent University

H.  EOG events (2nd – 5th)

I.  Student Agendas to support the connection between home and school

J.  Parent Compacts

K.  Math Night

L.  Science Night

5.  University Park Creative Arts Elementary will be open to the request of parents to provide additional opportunities for regular meetings. The school will be responsive and supportive as is reasonably possible to any such suggestions in a prompt manner. Parents will be informed of the process to make requests. (Title I Component #6)

A.  Parent requests will be forwarded to the Principal.

B.  The School Leadership Team may also discuss and make decisions regarding the request

C.  Communication to parents will be provided through phone calls, emails, letters, online newsletters or other forms of written communication

D.  Parents will complete CMS Online Parent Survey

6.  University Park Creative Arts Elementary will provide each parent an End of Grade individual student report about the performance of their child on the State assessment in at least math and reading by: (Title I Component 6)

A.  Distributing reports to parents as they are available

B.  Utilizing Internet-based Parent Assistant Programs to keep parents informed

7.  University Park Creative Arts Elementary will inform parents through a parent notification letter when their child has been taught for four (4) or more consecutive weeks by a teacher who is not highly qualified by sending home a parent notification letter. (Title I Component 3)

8.  University Park Creative Arts Elementary will provide assistance and training to parents of children served by the school, as appropriate, in understanding topics by undertaking the actions described below: (Title I Component 1, 2, 3, 4, 6 & 7)

A.  September 11, 2012 – Annual Title I Parent Meeting/PTA/Curriculum Night

B.  September 17 and 24, 2012 - School Leadership Team Meetings (Other meetings are held on a bi-monthly basis.)

C.  October 1, 2012 School Leadership Team Meeting

D.  October 4, 2012 – Parent University – Can We Talk? Effective Parent-Teacher Conferences

E.  October 16, 2012-Reading Night Out

F.  October 16, 2012 – Parent University-From Beginning to Middle-Helping Your Child Make a Smooth Transition to Middle School

G.  October 16, 2012 – Parent University-Understanding the Common Core State Standards Initiative

H.  October 19, 2012 – Parent University-Understanding and Using CMS School Tool Parent Assistant

I.  November 1, 2012 – Parent University-Introducing Atomic Learning-An Online Instructional Tool For Parents and Students

J.  November 15, 2012-Math Night

K.  January 8, 2012-Reading Night Out

L.  January 24, 2012-Science Night

9.  University Park Creative Arts Elementary will, to the extent feasible and appropriate, coordinate and integrate parental involvement programs and activities with PTA, ASEP, and other programs. (Title I Component 4, 7, 9, & 10)

10.  University Park Creative Arts Elementary will request interpreters and translations of key documents in order to provide more information accessibility to LEP families. (Title I Component 6 & 10)

PART III: ADOPTION

This Family Engagement Policy will be communicated to all parents of children at University Park Creative Arts Elementary. Input from parents will be sought before putting the policy in place. The policy will be shared in an upcoming Title I meeting and if approved, will be posted on the school website and distributed to all families on or before November 1, 2012.
