Child Protection Officer (NO-A), based in Myitkyina

UNICEF Myanmar is seeking to recruit a dynamic, motivated and committed professional to support the Child Protection team in Kachin on humanitarian child protection programming and inter-agency coordination. Notably, the Child Protection Officer will provide support in the following activities:

·  Providing technical support to UNICEF implementing partners on prevention and response to risks faced by children, with a focus on displaced and host population living in conflict-affected areas, and on issues related to case management and psycho-social support, gender-based violence including sexual violence, family separation and alternative care arrangements, trafficking, mine risks.

·  Support coordination, information-sharing and dissemination of standards among members of the Kachin Child protection sub-sector and the Kachin MRE working group.

·  Work and support relevant Kachin State authorities, with a focus on the Department of Social Welfare and Police forces.

Major duties and responsibilities

The specific duties and responsibilities under the supervisions of the Child Protection Officer, Myitkyina and the Chief, Myitkyina Field Office and technical guidance of the Child Protection Specialist in Yangon, are as follow:-

o  Support the monitoring and implementation of programming of UNICEF partners as per agreed Project Cooperation Agreements (PCA), including through joint field visits, face to face revision of programming objectives.

o  Support Capacity Strengthening to UNICEF partners, as well as Myanmar NGOs members of the Child Protection Sub-Sector and MRE WG, including through routine ‘on-the-job’ coaching and training events.

o  Prepare and undertake, alongside an experienced child protection officer/specialist, verification of information gathered on Grave Violations against children in Myanmar. As part of this, strengthen existing and create new partnerships between UNICEF and relevant NGOs and CBOs for improving information gathering.

o  Support the coordination and provision of immediate support and care arrangements for children survivors of violence, including those released from armed forces/armed groups.

o  Provide information management and secretariat support for the Kachin CP sub-sector and MRE WG.

o  Provide support in liaison with State authorities (DSW, Police) and with Non-State Entities.

o  Participate and contribute to needs assessments.

o  Monitor changes in the programming environment at local level, make any recommendations and take appropriate preparedness measures.

Duty station and travels involved

The Child Protection Officer will be based in Kachin, Myitkyina Field office and is required to travel frequently outside Myitkyina, including Wainmaw, Bamaw, Mansi, and Hpakant among other townships and in Non-Government Controlled areas where coordination and programming of child protection take place.

QUALIFICATIONS, SKILLS AND ATTRIBUTES required to perform the duties of the post:

a)  Education

-  Preferably advanced university degree in international relations, social sciences, social work, law, management, psychology, or other relevant field. A first level University degree with relevant years of working experience may be exceptionally accepted in lieu of the advanced university.

Work Experience

- Two (2) years progressively responsible work experience in Child Protection, or humanitarian response, or in supporting complex operations in challenging environments).

- Current knowledge of the Child Protection in Myanmar, and in Kachin is desirable. Current knowledge on humanitarian response policies and coordination architecture, as well as current political developments in Myanmar are strong asset.

- Analytical skills with ability to compile and analyse data.

-  Versatility, judgment, maturity, and the ability to work in a team. Ability to cope with stressful and difficult conditions, and political/cultural sensitivity.

- Demonstrated ability to take the initiative, drive and passion

- Ability to work in an international and multicultural environment

- Sensitivity to gender and equity issues

b)  Language Proficiency

-  Fluency in Myanmar and English in speaking, reading, and writing is essential. Knowledge of any major ethnic language spoken in Kachin is an asset.
