Terms of Reference for a Temporary Appointment for the position of

Teacher Training Support

Purpose:

UNICEF Sierra Leone seeks a qualified individual to support the teacher training Colleges, Ministry of Education in the pre-service and in-service training of teachers as well as training of Untrained and Unqualified teachers through distance Education. The post will contribute to the development of next country programme plan 2013-2014 and also monitor implementation of activities under 2011 annual RWP.

Duration: 6 Months

Level P-2 salary grade (see below*)

Start Date: 10 January, 2012 to 10 June, 2012

Reporting to: Education Manager, UNICEF Sierra Leone

Contract managed by: UNICEF Sierra Leone

Purpose of assignment

To Coordinate planning and implementation of Upgrading the skills and knowledge of College Lecturers and Distance education Tutors in innovative teaching techniques through series of training of trainers workshops in both Child-Centred Teaching Techniques (CCTT)

Terms of reference

Under the guidance of the Education Manager in collaboration with Education Specialist post is to:

·  Coordinate planning and implementation of Upgrading the skills and knowledge of College Lecturers and Distance education Tutors in innovative teaching techniques through series of training of trainers workshops in both Child-Centred Teaching Techniques (CCTT)

·  Using the trained Lecturers and Tutors to improve pre- and in-service training of teachers, including through strengthening of the teachers training colleges.

·  Coordinate and provide technical Support to lecturers and tutors of the five teacher training colleges and their Distance Education Programmes, who have not been trained in Child-Centered Teaching Techniques and Emerging Issues, untrained and unqualified primary school teachers and serving primary school teachers with the Teachers Certificate (TC).

·  Monitor progress and implementation of activities planned under Annual RWP 2012

·  Facilitate and support partners on to implement recommendations from 2011 CCTT assessment

·  Work with HEST, Colleges and NCTVA to ensure smooth completion of next batch of UU teachers and enrolment of new ones for 2012/2013 session.

·  Participate in a wider discussion with stakeholders and develop a frame work on a sustainable joint monitoring of teaching and learning with the MEST.

Deliverables

Deliverables will include;

·  January-February 2012: Work with colleges and MEST to create work plan for CCTT and UU activities to be done. Ensure first Quarter funding proposals and budgets are submitted

.

·  March-April 2012: Monitor training; of Lectures and distance Education tutors, Head teachers and UU teachers during the first quarter. Submit a report for each training and teachers monitored highlighting comments and suggestions from the both participants and implementing partners

·  May 2012: Monitor partners for timely liquidation of the first quarter CAG; Provide technical assistance to colleges to develop funding proposals and secure funds for the major CCTT In-service training of teachers in CCTT and final NCTVA exams for Old Batch and enrolment of new batch of UU; Facilitate the selection of participants in all districts; Provide guide lines for training, monitoring and supervision to HEST and Teacher training colleges

·  June 2012: A final summary report at the end of assignment (6 months ) assessing capacity of colleges to sustain high quality performance improvement activities, recommendations for further support as well as highlighting key lessons learned and data on the teacher trained in CCTT and UU.

Qualifications required and Work Experience

A University Degree in education or related social sciences.

Work Experience: 2 years of progressively responsible experience in programme formulation, planning, management, and monitoring and evaluation in quality basic education. Experience in teacher education is an advantage.

Language: Fluency in English.

Required Skills/Competencies:

·  Communication, analytical and training skills.

·  Strategic Planning and Monitoring skills, ability to organize work and projects

·  Good knowledge of computer management and applications.

·  Ability to work in an international and multicultural environment.

Remuneration: As per UNICEF rules at the rate of P-2
