BACKGROUND:

The Solomon Islands Parliamentary Strengthening Project (Project) which is headed by the Speaker of the National Parliament, the Rt. Hon. Dr. Sir Peter Kenilorea, completed its initial ‘2004 – 2008’ work program in March 2008 after a successful first phase. The 2008 – 2012 second phase project commenced on March 2008.The program is seeking to add the following positions to its team of highly motivated and achievement oriented staff.The trainee program aims to provide recent graduates with extensive exposure to the workings of Parliament and the operations of government in the Solomon Islands and act as a springboard to a career in parliamentary or public service. An attractive package is offered as well as access to an extensive training program.

TRAINING AND DEVELOPMENT:

The successful applicants will participate in an extensive training program aimed at strengthening the skills and experience of senior Parliamentary officers. People with talent, commitment, drive who meet the selection criteria are encouraged to apply.

POSITIONS AVAILABLE:

ICT SUPPORT OFFICER - SALARY SBD$45,170

Duties (Key Accountabilities)

  • Implementation of ICT management systems and strategies
  • Effective functioning of the Sub-Office and Joint Presence Office (JOP) hardware and software packages
  • Support to networks administration
  • Provision of web management services
  • Provision of administrative support
  • Facilitation of knowledge building and knowledge sharing

Selection Criteria

  • Ability to develop systems for structuring, codifying and providing access to information and knowledge;
  • Ability to provide IT support services;
  • Good knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and viral protection systems, ERP;
  • Ability to perform a variety of standard specialized and non-specialized tasks and work processes that are fully documented, researched, recorded and reported;
  • Ability to review a variety of data, identify and adjust discrepancies, identify and resolve operational problems;
  • Ability to perform work of confidential nature and handle a large volume of work;
  • Experience in client support, such as, a Help Desk or User Support Unit;
  • Ability to provide input to business processes re-engineering, elaboration and implementation of new systems;
  • Focuses on result for the client and responds positively to feedback;
  • Consistently approaches work with energy and a positive, constructive attitude;
  • Demonstrates openness to change and ability to manage complexity;

ACCOUNTING GRADUATE - SALARY SBD$55,090

Duties (Key Accountabilities)

  • Design and improve Parliament’s financial and accounting policies, procedures and systems to best practice standards consistent with the Public Sector standards;
  • Assist in the preparation of the National Parliament Office Budget Estimates;
  • Monitor and control the expenditure of funds in accordance with the Budget;
  • Liaise with and provide authoritative and timely advice to Speaker, Membersand the Clerk on accounting matters with a focus on best client service;
  • Participate in the production and reconciliation of various financial reports in timely and accurate manner, including monthly financial statements and quarterly reports on Parliament’s expenditure;
  • Maintain and update accurate records and data intothe financial management system;
  • Perform required action in relation to the General Orders, Financial Instructions and the Public Finance and Audit Act;
  • Examine, analyse and interpret accounting records for planning and forecasting purposes of the management;
  • Contribute to continuous improvement and change initiatives as a member of a team and ensure that confidentiality is appropriately maintained;

Selection Criteria

  • Tertiary qualifications in Accounting, Financial Management or a similar field;
  • Sound knowledge of computer based accounting systems;
  • Working knowledge of relevant legislation, policies and procedures including the Public Finance and Audit Act, General Orders and Financial Instructions;
  • Analytical and problem solving skills with a proven ability to interpret relevant facts and provide authoritative advice to clients;
  • High level interpersonal and communication skills, with a proven ability to negotiate and consult effectively with Members, clients and colleagues at all levels with a strong emphasis on confidentiality;
  • Demonstrated written skills with ability to undertake investigations and prepare necessary reports, recommendations and correspondence;
  • Proven ability to work effectively and to meet tight and demanding deadlines;
  • Excellent administrative, organisational and project management skills;
  • High standards of integrity and the ability to handle confidential matters and provide impartial advice;
  • Understanding of the role of Parliament and the system of government in Solomon Islands.
  • Demonstrated capacity to participate effectively in small teams;

CONSTITUTIONAL AND PARLIAMENTARY LAW AND

PRACTICE LEGAL SPECIALIST - SALARY SBD$69,377

Duties (Key Accountabilities)

  • Provide expert advice to the Speaker, and the Clerk (a) on constitutional matters relating to the role and functions of the National Parliament and (b) parliamentary law, practice and procedure, including the powers and privileges of the National Parliament;
  • Provide other legal advice on all matters relating to:
  • the Speaker’s mandate and responsibilities,
  • the laws of Solomon Islands including the Standing Orders of the National Parliament,
  • the Parliament’s relationship with other constitutional offices and office holders, and
  • other pertinent legal matters as may arise from time to time.
  • Undertake high level research and publish papers and background information on matters relating to Parliamentary Law and Practice in Solomon Islands;
  • Undertake the drafting of legislation and amendments for Members of Parliament and the Committees of Parliament;
  • Maintain accurate and up to date records of the House and Committees including a record of Speaker’s Rulings and a procedural digest;
  • Review statute law, subordinate legislation and international treaties and obligations;
  • Prepare comprehensive, apolitical briefings on legislative and other matters before Parliament or on issues of current interest particularly in the field of law and legal issues;
  • Prepare high quality written material in the form of reports, background papers, correspondence and media releases;
  • Contribute to the public awareness and understanding of the role of the National Parliament and its committees;
  • Provide impartial, apolitical advice and exercise tact and discretion, meet deadlines and produce accurate work.

Selection Criteria

  • Excellent knowledge of The Constitution of Solomon Islands and Parliamentary Law and Practice in Solomon Islands;
  • Excellent research, writing and policy analysis skills;
  • Ability to provide comprehensive, apolitical oral and written advice directly to members;
  • Excellent administrative, organisational and project management skills;
  • Very Strong oral and interpersonal skills to communicate effectively with ministers, members of Parliament, senior public officials and a range of stakeholders;
  • High standards of integrity and the ability to handle confidential matters and provide impartial advice;
  • Good information management skills including ability to use and manage a range of computing software;
  • Tertiary qualifications in law and extensive experience in a Parliament or other relevant constitutional or public law office. Tertiary qualifications in legislative drafting. Knowledge of Parliamentary Law and Practice;
