Tony welcomed the SDT and attendance was taken.

- General discussion
The team had a general discussion regarding the future of this drafting effort moving forward. The majority of the stakeholders had commented that this effort should be stopped or halted in regards to the status of the NERC continent-wide UFLS standard. Rob gave an update indicating that the NERC continent-wide UFLS standard had been NERC BoT approved and will be submitted to the FERC in the near future. It was discussed that once the FERC receives the filing, it could take as little as six months and up to a year and a half for a ruling to be issued.
The team continued to discuss how (by definition) a Regional standard needs to be more stringent or cover matters not covered by a NERC standard. As pointed out by team members and commenters, there appears to be a number of RFC requirements which are duplicative with NERC’s standard and should be considered to be removed. There are other RFC requirements which may add more specificity and are more restrictive than the NERC standard which may be appropriate for a Regional standard.
It was also pointed out that many other Regional Entities are developing UFLS Regional standards as well. Tony noted that a few of the other Regions have already modified their UFLS standards in coordination with the NERC UFLS standard. Tony also noted that the topic of appropriateness of Regional UFLS standards was broached at the Regional Managers level as well.
The team decided it would be best to review the RFC and NERC requirements and decide which RFC requirements are more stringent or cover matters not covered by a NERC standard before responding to comments. The team felt a face to face meeting would be appropriate to accomplish this task.
