UMKC HIRING REQUEST FORM

Per the budgetary memo sent out August 30th,effective immediately there is a hard hiring freeze. Only the following exceptions to the hiring freeze will be considered, and must meet one of the following criteria:

  1. Positions that address a matter of life/safety
  2. Positions that address compliance
  3. Positions that can be offset with direct and immediate revenue generation.
  4. Critical teaching and research positions

Requests to fill positions will be reviewed by the Interim Chancellor and Provost, Vice Chancellor for Human Resources and Vice Chancellor for Finance and Administration, with the Interim Chancellor and Provost holding decision-making authority.

If your position meets one of the required criteria listed above, complete this form and follow the instructions below. If your position does not meet one of the required criteria, please contact the Office of Human Resources for consultation regarding alternative workload strategies, as positions that do not meet one of these criteria should not be submitted.

Exemptions from the Hiring Freeze Process

  • Fully endowed positions with designated funds
  • 100% Grant funded positions
  • 100% Gift funded positions

INSTRUCTIONS

  • This form should be completed electronically, printed for Dean or Vice Chancellor signature, and forwarded to your HR Facilitator/HR Business Partner (HRF/HRBP). Note the differences between academic, staff, and student instructions.
  • While there is no form to complete for fully endowed positions with designated funds, 100% grant, or 100% gift funded positions, these positions should still be listed and submitted using the “Fully endowed & 100% grant 100% gift funded Budget Spreadsheet”, in the coordinating month folder in your Box account.
  • The HRF/HRBP should upload signed Hiring Request forms, along with the coordinating Excel coversheet to their departmental Box account (not the subfolder for the “Fully endowed & 100% grant funded, or 100% gift funded Budget Spreadsheet”) by noon two business days prior to the HiringCommittee meeting.

It is expected that there will be very few requests to fill positions, and very few requests granted. All requests to fillpositions must be submitted to the Hiring Committee for review and approval, and must meet one or more of the following criteria:

  1. Matter of Health/Safety: How will not filling the position put the health and /or safety of students, faculty and staff at risk?
  1. Compliance: How will not filling the position put legal compliance at risk?
  1. Revenue Generation: Can the position be offset with direct and immediate revenue generation? How?
  1. Critical teaching and research: Does this position directly impact critical teaching or research? How?

DETAILS

  1. Describe why responsibilities cannot be delegated elsewhere and why the position cannot be restructured so the work can be accomplished by the existing staff.
  1. Who else could carry out these responsibilities (provide names) in your department for the short term, and identify who and why are they not able to address this need.
  1. What is the impact, if any, on student recruitment and student retention of not filling this position? What other possible outcomes may occur if we do not fill this position now?

  1. Describe why responsibilities cannot be delegated elsewhere and why the position cannot be restructured so the work can be accomplished by an existing employee.
  1. Is there someone else in the department who could teach courses (s) for the short term, who either is not at a full load, or is teaching course (s) with low enrollment? If not, please provide who and indicate why that cannot teach the course, and provide current course loads for all related departmental faculty.
