Requirements:

The applicant must have a Bachelor’s Degree or B Tech in Supply Chain Management (NQF level 7) and a Certificate in MFMA municipal competency level as required by section 11 of municipal regulation on municipal competency levels ●5 years of relevant experience ● Valid Code EB Driver’s License ●Skills: Must have good interpersonal and communication skills● strong managerial and leadership skill ● good report writing skills● Ability to conduct financial analysis and communicate effectively at managerial level ●Knowledge of relevant legislation is essential.

Duties:

To establish the total cost of ownership of a particular type of asset and ensuring that bid documentation is complete including evaluation criteria ● Ensure that proper needs assessment is undertaken for required goods ● Ensure that specifications are determined and requirements are linked to the budget, SDBIP, IDP and procurement plan ● Attend to obsolescence planning and maintaining a database ●Ensure that Supply Chain Performance develops and monitor the process ● Monitor and control measures are in respect of the application of relevant instructions with regards to institutional control on assets, inventory and services ● Monitor the annual procurement plan and its Implementation ● Evaluate tender procedures, assesses supply chain performance ●Compile and interprets management reports and manages risks and corruption prevention ●Advocate effective communications strategies to drive the approval and adoption of the Supply Chain strategy ● Compile and maintain the implementation of approved budgets ● Evaluate and comment on the applicability of specific key performance indicators and measures ● Present a conceptual framework of current and future interventions to achieve acceptable levels and standards of service delivery ● Manage the (Act (PPPFA 5 of 2000) and the Balance Scorecard on B (BBBEE) ● Conduct Supply chain management policy review ●Ensure that the Bid Committee is familiar with and adheres to prescribed legislation, directives and procedures ●Encourage consensus of BAC members on awarding of tenders in relation to scoring criteria ● Conduct appraisals to measure performance and objective accomplishments against agreed targets ● Analyze statistical information pertaining to staff attendance/ absenteeism, overtime & lost time ● Analyze trends, operating requirements and forward plans ● Monitor and implement corrective measures to rectify deviations/ acts contrary to financial regulations, audit requirements and departmental procedure ●Serve as a Member of the Bid Adjudication and Disposal Committee

Salary: The incumbent will be remunerated at R445 757.00 p.a. on a 5 year contract or negotiation for permanent with other municipal benefits at a lower scale.

The successful candidate will be required to sign employment contract and annual performance agreement in accordance with the provisions of the Local Government Municipal System Act, 32 of 2000 and also the candidate will be subjected to screening and security clearance to determine their suitability for employment, including but not limited to: Criminal records; Credit worthiness; Previous employment (reference checks); and Qualification verification
